Phase 2 scope includes a community hall (approximately 3,140 square feet) with radiant floor heating, a 909-square-foot kitchen, 402-square-foot township office, 417-square-foot conference room, restrooms, utility and storage rooms, and a 5,691-square-foot garage area with vehicle wash bay, plus parking lot paving. The building is designed to the 2018 International Building Code with metal-framed construction, metal siding and roofing, engineered roof trusses, ADA-compliant accessibility, and mechanical systems including two 5-ton Rheem HVAC units and comprehensive LED lighting. Civil work includes stormwater management via an infiltration basin with emergency spillway, erosion and sediment control measures, and utility coordination. Contractor responsibilities include excavation, foundation construction, sidewalk installation, and utility line trenching; Tyrone Township will mass grade the site and provide permits. Project completion is required by July 31, 2027, with liquidated damages of $300 per day for delays beyond the scheduled completion date.

The successful bidder must post a performance bond equal to 100 percent of the bid price, labor and material payment bond equal to 100 percent of the bid price, and maintenance bond equal to 10 percent of the bid price. Commercial General Liability insurance of $1 million per occurrence and $3 million aggregate and Workers' Compensation insurance in statutory limits are required. All steel products must be made in the United States. Contractors must comply with Pennsylvania's Public Works Employment Verification Act and E-Verify requirements for bids exceeding $25,000, and the Resident Labor Requirement Law.

An optional pre-bid meeting will be held August 25, 2026 at 1:00 p.m. at the project site. Bid questions are due by 5:00 p.m. on September 28, 2026 via PennBid. Bid opening occurs September 29, 2026 at the Loysville Community Center. Bidding documents are available at no cost via PennBid.
