About this file
This file contains vendor questions and answers related to Phase 2 of the Tyrone Township Municipal Building project in Pennsylvania, administered by Mike Shaffer on behalf of Tyrone Township. Phase 2 encompasses construction of the community hall portion of the municipal building and parking lot paving at 3129 Shermans Valley Road, Loysville, PA 17047. Sealed proposals are due by 5:00 p.m. prevailing time on September 29, 2026, via the PennBid Program, with bid opening scheduled for the same date at the Loysville Community Center during the regularly scheduled Tyrone Township Supervisors meeting. An optional pre-bid meeting was held on August 25, 2026 at 1:00 p.m. at the project site. All bid proposals must be properly executed without alterations and complete in accordance with bidding documents available at no cost through PennBid.
The successful bidder must post a performance bond equal to 100 percent of the bid price, a labor and material payment bond of 100 percent of the bid price, and a maintenance bond of 10 percent of the bid price. The project is subject to Pennsylvania's Prevailing Wage Act, requiring all workers employed on the project to receive the prevailing minimum wage. The Prevailing Wage Act applies to all contractors and subcontractors, with compliance questions directed to the Department of Labor and Industry - Bureau of Labor Law Compliance at 717-705-7256. Tyrone Township Supervisors retain the right to reject any or all proposals and award the contract at their discretion.

Public Q&A
Greenland Const., Inc.
2 Questions – Aug 18, 2026, 10:02 AM
1. looking briefly at phase 1 and 2. This is a single prime project?
2. Do we have a budget, for bid bond purposes
FSA: Phase 1 and Phase 2 are separate projects with different funding entities. Both of the projects are single prime. To keep bids fair and competitive there is no pubic budget, the bid bond will be 10% of the bid price.

Bidder Acknowledgement & Pricing Bid Tab – Aug 18, 2026, 1:48PM
Will you be adding these 2 tabs for us to download for submission with the bid?
FSA: Pricing bid table is included in the solicitation builder, along with a tab to submit a bidder acknowledgement form. The bidder should submit a form listing all addendum numbers and vendor question answer dates.

Anticipated Start Date – Aug 27, 2026, 2:05 PM
Please advise if there is an anticipated start date for this project.
FSA: At this time there is no exact start date, the Township would like contractors to start as soon as the building pad is ready. An anticipated start date could possibly be given closer to the end of the bidding window.
Project Duration – Aug 27, 2026, 2:05 PM
Please specify a duration for the project to be completed by.
FSA: Phase 1 is to be completed by January 1, 2028.
Estimated Value – Aug 27, 2026, 2:05 PM
Is there an estimate value for the project?.
FSA: Township is requesting fair and competitive bids.
Civil Drawings – Aug 27, 2026, 2:06 PM
The table of contents of the bidding documents list civil drawings (land development plans). Only one site plan was available to download. Will further civil drawings be made available?
FSA: The Land Development, PCSM, and ESC plan sets are now available in the public files.
SR 274 – Aug 27, 2026, 2:08 PM
Please confirm that the bidding contractor is not required to perform any work on SR 274.
Otherwise, HOP drawings would be required for the contractor's use.
FSA: It is anticipated the awarded Contractor will not need to conduct work in the PennDOT right of way.
Sidewalk Scope – Aug 27, 2026, 2:10 PM
Which phase will include the sidewalk east of the Phase 2 addition? Does the bidding contractor only provide the concrete itself for the sidewalk and the Owner will excavate and provide stone?
FSA: Sidewalk is to be constructed as a part of the Phase 1 project.
Metal Siding and Roof – Aug 27, 2026, 2:11 PM
How are we to bid the metal siding and roof as we have no idea what brand of siding will be used in Phase 1. Price can vary greatly between brands.
FSA: Siding will be arranged with Township during construction, for now it is recommended that bidders prepare an estimate for mid-range metal siding. The building plans illustrate the chosen color of exterior finishes.
Phase 1 and Phase 2 Contracts – Aug 27, 2026, 2:12 PM
It is highly possible that the Phase 1 and Phase 2 General Contractor will be different companies. Why not bid Phase 2 as an add alternate to Phase 1? This would greatly reduce your cost
FSA: Phase 2 must be a separate project from phase 1 due to the project being funded by a Local Share Account (LSA) grant.
Testing Agency – Aug 27, 2026, 2:04 PM
During the pre-bid meeting it was stated that the bidding contractor needs to hire a testing agency for inspections/testing. There are no guidelines in the specifications or the drawings of what needs to be tested. Please advise.
FSA: Inspections will be completed by FSA, Boyle Engineering, and BIU. All testing and specifications shall comply with applicable standards in ACI 318 and will be noted in the revised building plans.
Agreement Form – Aug 28, 2026, 7:48 AM
The Agreement on page 61 of the bid packet requires completion of the work before August 1, 2025. Please clarify what the new completion date is.
FSA: Phase 2 shall be completed by August 1, 2027.
Bid Bond – Aug 28, 2026, 7:51 AM
What is the required bid bond percentage for this project? 10% of the bid amount?
FSA: Correct, bid bond is to be 10% of total bid amount.
Subcontracting Limitations – Aug 28, 2026, 7:55 AM
Reference page 30 (paragraph 2.23 Subcontracting) of the bid packet. "The Contractor shall not award work to Subcontractor (s) in excess of ten percent (10%) of the
Contract Price, without prior written approval of the Owner."
Does this requirement apply to this project? If bidders must self-perform 90% of the work then your responses from GCs will be very limited.
FSA: The Township prefers to have the GC conducting most of the work on site for a more streamlined workflow and easier communication, however the provision allows for written approval for larger subcontractor usage.
