About this file

This is a Pre-Bid Questions document for Tyrone Township, Pennsylvania, addressing contractor inquiries regarding Phase 2 of the Municipal Building project. Phase 2 consists of constructing a community hall and paving the parking lot at 3129 Shermans Valley Road, Loysville, PA 17047. Sealed proposals were accepted via the PennBid Program until 5:00 p.m. on September 29, 2026, with bid opening held on the same date at the Loysville Community Center. An optional pre-bid meeting was conducted on August 25, 2026 at 1:00 p.m. at the project site. The contractor's responsibilities include excavation, foundation construction, stone laying, sidewalk installation with stone subbase and concrete, and utility line trenching, while Tyrone Township will mass grade the site and prepare the building pad. The Township has already acquired necessary permits and will provide them to the contractor; the contractor must file an NPDES Co-Permitee Acknowledgement Form. Sidewalk installation is designated for Phase 1 of the project. A site trailer is not required but may be accommodated if the contractor wishes to provide one.

The project budget will not be posted to maintain fair and competitive bidding, as the building has been reduced in size and complexity since the previous 2024 bid window. The successful bidder must post a performance bond equal to 100 percent of the bid price, a labor and material payment bond equal to 100 percent of the bid price, and a maintenance bond equal to 10 percent of the bid price. All workmen employed on the project must be paid prevailing minimum wages under Pennsylvania's Prevailing Wage Act, which applies to all contractors and subcontractors. Third-party testing is required as outlined in contract documents, with the contractor responsible for supplying testing reports and results to the engineer. Siding specifications will be arranged during construction, with bidders recommended to estimate mid-range metal siding. Civil drawings, including Land Development, PCSM, and ESC plan sets, are available in the public files on PennBid.
