About this opportunity
Tulare County is seeking proposals for trucking services with belly dump trucks and trailers for its Resource Management Agency's Road Department through Request for Proposal (RFP) No. 26-018. The contract will span one year from January 1, 2026, to December 31, 2026, with potential for two additional one-year extensions. Vendors must provide truck tractors with a minimum of 350 horsepower capable of hauling at least 24.5 tons and spreading materials between 75 and 225 feet. Critical requirements include current California Highway Patrol Basic Inspection of Terminals (BIT) certification, California Air Resources Board (CARB) compliance, and ability to operate in mountainous terrain. The proposal is due by November 25, 2025, at 5:00 p.m. PT, to be submitted electronically through BidnetDirect.com, with an anticipated contract award around December 15, 2025. The county estimates approximately 1,100 service hours during the contract period, with billing calculated in tenths of an hour. Evaluation will be conducted using a 100-point system considering state requirements, equipment certification, county experience, hourly rates, CARB certification, and insurance provisions.
While no specific set-aside designations for disadvantaged enterprises are mentioned, vendors must meet robust insurance requirements, including $1,000,000 in commercial general liability, $1,000,000 in automobile liability, and workers' compensation insurance. A fuel surcharge mechanism is built into the contract, with hourly rates adjusted proportionally to diesel fuel price changes tracked through the Energy Information Administration website. The county reserves the right to award to the most advantageous proposal and may award multiple contracts if deemed appropriate. Though specific budget ranges are not detailed, the procurement suggests a substantial transportation services contract with potential for multiple vendors. The comprehensive specifications indicate a preference for experienced, well-equipped trucking services capable of meeting stringent operational and regulatory standards in Tulare County's diverse terrain.
