About this opportunity
Los Angeles County Metropolitan Transportation Authority (LACMTA) is requesting bids on thirty-five new electric carts for bus and rail operations support, with sealed bids due September 18, 2026 at 11:30 a.m., and a pre-bid conference on August 25, 2026 via Microsoft Teams.
SBE bidders meeting Local Small Business Enterprise (LSBE) criteria as primes, or non-LSBE primes subcontracting at least 30 percent of the contract value with eligible LSBE firms, are eligible for a 5 percent bid price reduction. No specific SBE/DVBE subcontracting goal has been established; however, bidders are encouraged to maximize Small Business Enterprise and Disabled Veteran Business Enterprise participation when subcontracting opportunities exist.
The scope is delivery of new, factory-latest-model electric carts with 48-volt electric drive, lithium-ion OEM battery system, 500-pound minimum bed load capacity, four-wheel service brakes, two-passenger seating, LED lighting, backup alarm, canopy with hinged windshield, and 2-inch rear hitch receiver. Equipment must include manufacturer-standard charger compatible with 120V AC power, operator manuals for each unit, and digital maintenance and electrical schematic documentation. Delivery is due within 150 days of contract effective date to LACMTA's Division 10 facility at 742 North Mission Road, Los Angeles, California 90033, with pre-delivery factory inspection, full charge or fuel, and lift-gate delivery required. Warranty coverage includes 24-month vehicle minimum (or manufacturer standard, whichever is greater), 36-month powertrain minimum, and 60-month battery minimum, all with zero deductible. Bidders located outside a 60-mile radius from Los Angeles must certify full warranty service availability through local dealers within 24 hours.
All equipment must comply with Federal Railroad Administration, California State Air Quality Management District, Air Resources Board, EPA Tier 4, and OSHA standards. All components must be Original Equipment Manufacturer parts; no rebuilt or remanufactured items are acceptable. Pricing shall be submitted on a per-unit basis with separate line items for California sales tax (9.75%), freight, and California tire fee ($1.75 per tire). Payment terms are Net 30. Contract award will be made to the lowest-priced responsive and responsible bidder on a firm fixed-price basis with no renewal options.
Pre-qualification is required for all firms not exempted if their bid exceeds $500,000. Written questions are due September 1, 2026, with clarifications provided by September 8, 2026. Bidders must submit an Ethics Declaration, General Certifications, Certificate of Compliance with 49 C.F.R. Part 655 regarding alcohol and drug prevention, Noncollusion Affidavit, and SBE/DVBE disclosure forms. A virtual public bid opening will occur September 18, 2026 at 12:00 p.m. The procurement is funded with state and local funds and is subject to fiscal year funding availability.
