About this file
This is a Technical Specifications document for Invitation for Bid (IFB) No. DR141431 issued by the Los Angeles County Metropolitan Transportation Authority (LACMTA) for the procurement of thirty-five (35) electric carts. The specification, designated MA-25-29 and dated August 10, 2026, establishes the technical requirements for utility vehicles to be used in LACMTA's non-revenue operations. Bidders must respond to all highlighted line items by stating "In compliance" or providing the specified values, and are permitted to propose approved equal substitutions through a formal request process detailed in the IFB documentation (LOI-10). The document requires submission of complete technical responses in column C and references critical dates and deadlines contained in LOI-14 for approved equals submissions.
The electric carts must meet specific technical requirements including a 48-volt electric drive system, minimum 500-pound bed load capacity, lithium-ion OEM battery system, and manufacturer-standard charger compatible with 120V AC power. Vehicles shall include a canopy with hinged windshield, four-wheel service brakes, two-passenger seating, LED lighting systems, backup alarm, and a heavy-duty 2-inch rear hitch receiver. Warranty requirements are comprehensive, with vehicle warranty for a minimum of 24 months or manufacturer standard (whichever is greater), powertrain warranty for 36 months minimum, and battery warranty for 60 months minimum, all with zero deductible. Bidders located outside a 60-mile radius from Los Angeles must certify that full warranty service coverage is available through local dealers within the Los Angeles area and available within 24 hours. Factory-original instruction manuals, including operator manuals for each unit and digital versions of maintenance and electrical schematic documentation, must be provided.
