About this opportunity

The Office of Management and Enterprise Services (OMES) Central Purchasing division is requesting proposals for a complete underground cable locating and high-accuracy geographical positioning system, including hardware, software, mapping tools, and support services, with proposals due August 17, 2026 at 3:00 p.m. CST and questions due August 4, 2026. The State of Oklahoma intends to award multiple suppliers on a statewide mandatory contract available to all state agencies and affiliates on an as-needed basis.

The scope requires identification, tracking, and management of fiber and copper telecommunications infrastructure with specified capabilities for utility marking in diverse soil conditions, horizontal and vertical positioning accuracy, differentiation of proximate utilities, integration with Oklahoma One-Call (OKIE811) workflows, GIS integration with ESRI ArcGIS, real-time mapping, role-based access controls, encryption for data at rest and in transit, and service-level agreements. Bidders must respond to 25 mandatory technical questions addressing equipment specifications, environmental durability, battery life, compatibility with existing state systems, implementation timelines, training programs, and lifecycle performance metrics. Pricing is submitted separately and not held confidential, structured as firm fixed-price with hourly rates for standard, after-hours, and emergency services plus per-foot or per-mile pricing for additional services including maintenance, support, and enhancement not covered by Statement of Work.

The initial contract term extends from execution through September 30, 2027, with up to four one-year renewal options available through September 29, 2031. Price increases are limited to the U.S. Bureau of Labor Statistics Consumer Price Index percentage change per calendar year with OMES approval. The state reserves the right to extend for successive 90-day periods beyond final renewal at existing rates and to terminate for convenience with 30 days' notice or immediately for security or confidentiality breaches.

Suppliers must maintain security and privacy liability insurance of not less than five million dollars per occurrence if accessing state data, comply with HIPAA, FISMA, CJIS, FERPA, and IRS Publication 1075 standards, provide Voluntary Product Accessibility Templates documentation, and place customized software in escrow under Oklahoma statute 62 O.S. § 34.31. All data storage and processing must occur solely within United States data centers. The contract includes a 1% contract management fee payable quarterly. All bids remain firm for 120 days following the due date. Administrative review may be requested by July 8, 2026. The contracting officer is Nicholas Linder.
