About this file

This is a Technical Response Exhibit for a Request for Proposal (RFP) issued by the Office of Management and Enterprise Services (OMES) Central Purchasing division of the State of Oklahoma. The state is seeking a comprehensive underground cable locating and high-accuracy geographical positioning system to identify, track, and manage fiber and copper telecommunications infrastructure. The requested solution must include all hardware, software, mapping tools, and support services, with availability for use by state agencies and affiliates on an as-needed basis. Bidders are required to provide mandatory responses to 25 technical questions that will be evaluated as part of the proposal assessment process, with failure to respond to any question potentially resulting in proposal rejection.

The technical response requirements encompass identification and marking of underground utilities in diverse soil conditions, accuracy thresholds for horizontal and vertical positioning, differentiation between multiple utilities in close proximity, integration with Oklahoma One-Call (OKIE811) workflow requirements, and any artificial intelligence or machine learning capabilities. Bidders must provide detailed technical specifications for all equipment including sensors, receivers, transmitters, antennas, and GPS devices; environmental durability ratings; battery life and charging specifications; compatibility with existing state equipment; software platform capabilities including real-time mapping and GIS integration with ESRI ArcGIS; data security and encryption practices; role-based access controls; implementation timelines; training programs for state technicians; technical support availability and service level agreements; system maintenance and calibration requirements; and long-term lifecycle performance metrics. The proposal evaluation will assess the bidder's comprehensive ability to meet all RFP requirements and Scope of Work specifications.

Technical Response

Instructions

Bidder must provide complete and succinct responses to each item below. Bidder should provide all information necessary to demonstrate Bidder’s ability to meet the requirements of this RFP and the RFP’s Scope of Work. Responses to the questions below in the exhibit are Mandatory and will be evaluated.

Failure to respond to any question may result in your proposal being deemed unresponsive.

Bid Response Questions

1. Describe how your solution identifies, locates, and marks underground fiber and copper telecommunications lines in diverse soil and environmental conditions.

2. Explain the accuracy thresholds (horizontal and vertical) that your locating system consistently achieves in real-world field conditions.

3. Describe how the system differentiates between multiple utilities in close proximity and how false positives/negatives are minimized.

4. Explain how your system supports Oklahoma One-Call (OKIE811) locate workflow requirements, including ticket management and reporting.

5. Describe any AI-, ML-, or automation-assisted locating capabilities included in the proposed solution.

6. Provide technical specifications for all proposed locating equipment, including sensors, receivers, transmitters, antennas, and GPS devices.

7. Describe the environmental durability of all equipment (temperature tolerance, weather resistance, shock/vibration ratings, IP ratings, etc.).

8. Explain expected battery life, charging options, and field-replaceable components for all hardware devices.

9. Describe compatibility with legacy or existing locating equipment used by state telecom field teams, if applicable.

10. Explain how the hardware captures high-precision geographic positioning (e.g., RTK, GNSS corrections, satellite coverage considerations).

11. Provide an overview of the software platform, including real-time mapping, data visualization, and decision-support features.

12. Describe your system’s integration capabilities with existing State of Oklahoma GIS platforms, such as ESRI ArcGIS or equivalent.

13. Explain how the software processes, stores, and displays underground asset geometry, depth estimates, and above-ground reference points.

14. Describe available API endpoints and integration options for exporting asset data into Oklahoma’s enterprise IT systems.

15. Explain how field users access the software (mobile app, tablet, desktop, browser) and describe any offline mode capabilities.

16. Describe your system’s data retention, encryption, and transmission security practices, including compliance with state cybersecurity standards.

17. Explain the role-based access controls (RBAC) or authentication mechanisms provided to manage user roles across multiple agencies.

18. Describe how asset location data, historical locate records, and GIS updates are logged, audited, and retrieved for regulatory reporting.

19. Explain your backup and disaster recovery processes, including system redundancy, failover, and data restoration procedures.

20. Describe how the solution prevents unauthorized access to sensitive location data for critical telecommunications infrastructure.

21. Provide a proposed implementation timeline, including delivery of equipment, software configuration, and field deployment.

22. Describe the training program for State of Oklahoma field technicians and administrators, including in-person, virtual, and self-guided options.

23. Explain the availability, responsiveness, and structure of your ongoing technical support model, including SLAs.

24. Describe your approach to system updates, patching, and adding new features without disrupting field operations.

25. Provide documentation of expected system reliability, calibration requirements, maintenance schedules, and long-term lifecycle performance metrics.
