About this file

This is Amendment 2 to a solicitation issued by the Office of Management and Enterprise Services (OMES) Central Purchasing division for the State of Oklahoma regarding contract SW1031M for underground cable and fiber locating services. The amendment incorporates responses to 29 questions submitted during the Q&A period, which closed on August 4, 2026. The solicitation requests proposals for a complete underground cable locating and high-accuracy geographical positioning system, including locating hardware, GNSS positioning equipment, software, mapping tools, and support services to enable identification, tracking, and management of fiber and copper telecommunications infrastructure. The original solicitation deadline was August 17, 2026, at 3:00 p.m. CST. The State intends to award multiple suppliers on a statewide mandatory contract available to all state agencies and affiliates on an as-needed basis. The initial contract term extends from execution through September 30, 2027, with up to four one-year renewal options available through September 29, 2031. No specific quantities are provided, as the State does not currently maintain centralized inventory; quantities will be defined per individual Statement of Work at the release level as agencies place orders.

Key clarifications in the amendment establish that each bidder must supply a complete end-to-end hardware and software package including locating and GNSS equipment, though bidders may identify compatible third-party equipment without requiring manufacturer authorization. The State currently uses ArcGIS Pro for GIS platforms and prefers scheduled data exchanges over real-time bidirectional integration. Bidders may separately price software, implementation, hardware, correction services, integrations, training, and value-added services with no minimum bundle requirement. Pricing should include firm fixed pricing by manufacturer SKU with tiered or volume discounts for third-party hardware and software, percentage discounts or firm fixed annual rates for RTK services, and hourly rates by role with not-to-exceed ceilings or fixed-fee pricing for integration and professional services. All data storage and processing must occur solely within United States data centers, and security documentation is typically collected during implementation post-award rather than with the initial bid. The State requires WCAG 2.1 accessibility compliance with current VPAT documentation covering the cloud/browser application, and contract management fees of 1% are payable quarterly. All bids remain firm for 120 days following the due date, and the contracting officer is Nicholas Linder.
