About this opportunity

The State of Nevada Purchasing Division, on behalf of the Department of Conservation and Natural Resources, Environmental Protection, is requesting proposals for development of a comprehensive Sustainable Materials Management training program focused on recycling and composting for rural communities, with proposals due July 21, 2026.

The scope encompasses curriculum development, instructor training, and implementation support for educational materials and training delivery tailored to rural Nevada communities. Vendors must address waste reduction, recycling best practices, and composting methodologies adapted to the unique constraints of rural populations. The selected contractor will be responsible for program development, delivery mechanisms, ongoing support, and measurable training outcomes and participant engagement metrics.

Proposals must be submitted exclusively through nevadaepro.com by the July 21 deadline. References from current or former clients on projects of similar size and scope are required, submitted via reference questionnaire to Jennifer Thomas at jennthomas@admin.nv.gov by July 20, 2026. Questions should be submitted through the bid Q&A feature on nevadaepro.com.

The contractor must obtain and maintain comprehensive general liability insurance (minimum $1,000,000 per occurrence), automobile liability insurance ($500,000 combined single limit), and workers' compensation insurance as required by Nevada statute, with the State named as additional insured. Certificates of Insurance must be provided prior to contract execution.

The contract is subject to Nevada Revised Statutes Chapter 333 and Nevada Administrative Code Chapter 333. The State reserves the right to reject any or all proposals, limit scope, modify solicitation provisions, and conduct clarification discussions. The State does not issue payment prior to receipt of goods or services; invoices are normally paid within 45–60 days of receipt. An administrative fee not to exceed 1% may be assessed quarterly, with 30 days' written notice. The contract is terminable without cause upon 30 days' notice and becomes effective only upon approval by the Nevada State Board of Examiners. The contractor must complete and submit a Certification Regarding Lobbying as a mandatory federal compliance requirement. Contract records must be maintained under generally accepted accounting principles for a minimum of three years, or five years if federal funds are involved.
