About this opportunity
Missouri is soliciting bids for statewide document destruction and disposal services to support multiple state agencies, with proposals due October 23, 2026. The contract is structured as a cooperative agreement open to all eligible state agencies across Missouri on an as-needed basis.
The scope encompasses secure document destruction (shredding, incineration, and recycling), secure transportation, on-site and off-site shredding, document storage and destruction, and final disposal of confidential and non-confidential materials. Services must comply with HIPAA, the Gramm-Leach-Bliley Act, state and federal records retention and disposal regulations, and environmental standards. Acceptable materials for mixed office paper destruction include white and colored paper, cardstock, copier paper, fax paper, NCR forms, books and bound materials, magazines, catalogs, newsprint, and associated items such as staples, paper clips, spiral bindings, and rubber bands. The contractor must maintain chain-of-custody documentation, provide certificates of destruction, secure collection containers, and scheduled pickup services. Vendors must demonstrate capacity to serve multiple state locations with high-volume processing.
Historical usage data shows two active contract vehicles with varying volumes: CS221273003 collected 654,466 pounds in fiscal year 2024 (monthly average 54,538 pounds), while CS221273004 collected 374,976 pounds in FY24 (monthly average 31,248 pounds). These figures represent a baseline for service planning.
Pricing shall be submitted on a per-unit basis, including per-pound rates for shredding, per-box rates for storage and destruction, and per-service-call rates for on-site work, with potential volume discounts available. The contractor must obtain insurance, bonding, and may require security clearances for personnel accessing state facilities. The contract term is anticipated to be multiple years with renewal options. Contractors employing fifty or more persons must maintain a formal affirmative action program. The solicitation may include set-asides for small businesses or disadvantaged vendors under Missouri procurement rules.
