About this opportunity
The University of Connecticut Health Center (UConn Health) is requesting bids for a Starfish Storage Data Management Platform, with bids due August 26, 2026 at 2:00 p.m. Eastern Time.
The scope encompasses data management and storage capabilities, including software licensing, implementation, training, and ongoing support and maintenance. UConn Health will evaluate proposals based on technical capability, vendor experience, system performance, support and maintenance offerings, and cost-effectiveness. Vendors must demonstrate financial stability and provide references from similar healthcare or educational institutions where comparable platforms have been successfully deployed. Pricing must be itemized and may include volume discounts and multi-year pricing options.
The contract will be governed by UConn Health's standard agreement template, which incorporates a Business Associate Agreement (Exhibit A) for HIPAA-compliant handling of Protected Health Information. The contractor must maintain commercial general liability insurance of at least $1 million combined single limit, automobile liability of $1 million, professional liability of $1 million, and workers' compensation in compliance with Connecticut law. Delivery is DPU (Incoterms 2020) to UConn Health's West Loading Dock in Farmington, Connecticut. Payment is due within thirty calendar days of invoice receipt and approval. No services or goods commence until a duly issued purchase order is received. All new intellectual property created under the contract becomes UConn Health property; the contractor retains rights to existing intellectual property. UConn Health reserves the right to terminate the contract for any reason deemed in its best interests and may begin transitioning to alternative suppliers thirty to forty-five calendar days before contract expiration at no additional cost. Funding derives from UConn Health's operational budget for information technology and data management systems. Contract term and renewal options are subject to negotiation following vendor selection.
