About this file
This is a Solicitation document issued by the University of Connecticut Health Center (UConn Health) for the procurement of a Starfish Storage Data Management Platform. The invitation to bid (ITB) was issued on August 17, 2026, with a bidding period extending through August 24, 2026, at 2:00 p.m. EDT. Vendor questions and answers are accepted from August 17, 2026, at 2:15 p.m. EDT through August 20, 2026, at 1:45 p.m. EDT. The procurement encompasses data management and storage capabilities, including software licensing, implementation, training, and ongoing support and maintenance services. All qualified vendors are eligible to respond. The scope requires vendors to demonstrate technical capability, system performance, support and maintenance offerings, and cost-effectiveness, with evaluation criteria also including vendor experience and references from similar healthcare or educational institutions where comparable platforms have been successfully deployed.
Pricing must be itemized and may include volume discounts and multi-year pricing options, with payment due within thirty calendar days of invoice receipt and approval. Delivery terms are DPU (Incoterms 2020) to UConn Health's West Loading Dock in Farmington, Connecticut. The contractor must maintain commercial general liability insurance of at least $1 million combined single limit, automobile liability of $1 million, professional liability of $1 million, and workers' compensation in compliance with Connecticut law. The contract will be governed by UConn Health's standard agreement template, which incorporates a Business Associate Agreement for HIPAA-compliant handling of Protected Health Information. All new intellectual property created under the contract becomes UConn Health property. Funding derives from UConn Health's operational budget for information technology and data management systems, with contract term and renewal options subject to negotiation following vendor selection. UConn Health reserves the right to terminate the contract for any reason and may begin transitioning to alternative suppliers thirty to forty-five calendar days before contract expiration at no additional cost.
