This is a solicitation document from the University of Connecticut Health Center (UConn Health) for a Starfish Storage Data Management Platform. UConn Health is requesting bids for data management and storage capabilities, including software licensing, implementation, training, and ongoing support and maintenance. The scope of work encompasses the deployment of a comprehensive platform designed to meet the institution's data management needs within a healthcare and educational environment. Bids are due on August 26, 2026, at 2:00 p.m. Eastern Time. The contract term and renewal options are subject to negotiation following vendor selection. Evaluation criteria include technical capability, vendor experience, system performance, support and maintenance offerings, and cost-effectiveness. Contractors must maintain commercial general liability insurance of at least $1 million combined single limit, automobile liability of $1 million, professional liability of $1 million, and workers' compensation in compliance with Connecticut law. Delivery is DPU (Incoterms 2020) to UConn Health's West Loading Dock in Farmington, Connecticut. All new intellectual property created under the contract becomes UConn Health property, while the contractor retains rights to existing intellectual property. Funding derives from UConn Health's operational budget for information technology and data management systems. UConn Health reserves the right to terminate the contract for any reason deemed in its best interests and may begin transitioning to alternative suppliers thirty to forty-five calendar days before contract expiration at no additional cost.
