About this opportunity

Jacksonville Electric Authority (JEA) is requesting proposals for four Unit Auxiliary Transformers—two Combustion Turbine Generator and two Steam Turbine Generator units—for the St. Johns River Power Park Unit 3 Combined Cycle facility in Florida, with responses due July 14, 2026. Bidders must be manufacturers or authorized distributors from JEA's approved list: Prolec GE, Hitachi Energy, Delta Star, PTI Canada, Hyundai, SGB-Smit Group, or Siemens. This approved-manufacturer restriction filters eligibility.

The transformers are rated 20/26.7/33.3 MVA (STG at 18 kV / 6.9 kV, CTG at 24 kV / 6.9 kV) with 18% impedance at 20 MVA. The scope includes outdoor, oil-immersed, step-down power transformers with de-energized tap changers, 60 Hz operation, 65°C temperature rise, and ONAN/ONAF/ONAF cooling. Materials must source core steel from AK Steel TRANCOR, JFE, or POSCO; insulation from Weidmann; copper from Sam Dong, MW, ESSEX, or REA; and bushings from Hitachi, ABB, or PCORE. Transformers must comply with IEEE C57 series standards, include shop drawings, instruction manuals, 3D models in Tekla Structures format, field erection services, and technical advisor support. All design documents must be sealed by a Florida-licensed professional engineer. Delivery is DDP under INCOTERMS 2020; JEA performs installation.

Evaluation is on 100 points: Quotation of Rates (70 points, lowest bid receives full allocation), Lead Time (15 points, with 15 points for delivery by November 30, 2029; 10 points by February 28, 2030; zero thereafter), and Commercial Risk Profile (15 points, assessing transit model, factory location (domestic preferred), shipping experience, pricing terms, price-adjustment structures, and currency stability). Milestone payments: 10% on Acceptance to Proceed, 10% on design approval, 20% on release to manufacturing, 40% on Factory Acceptance Test and shipment, 10% on delivery, 10% on Final Completion. The contract effective date is tied to the EPC LNTP date of February 2027. Bidders must demonstrate prior similar performance, absence of JEA contract defaults within two years, and maintain comprehensive insurance including $1 million Commercial General Liability per occurrence. Bid security is 5% of bid amount; contract bond is 100% upon award. An optional pre-response meeting was held May 26, 2026. Four addenda have been issued addressing technical clarifications, manufacturer approvals, and impedance specifications.
