About this opportunity
The State of Oregon is proceeding with a special procurement (sole-source) of Genasys Protect EVAC, a zone-based evacuation management SaaS platform, with a protest window closing July 15, 2026. This is a notice of approval, not a competitive solicitation — Oregon has determined Genasys to be the sole provider capable of meeting the state's urgent wildfire evacuation needs under Oregon Revised Statute 279B.075(2)(d).
The scope encompasses subscription services for the Genasys EVAC system, including on-call maintenance, preventative maintenance, repair, and training. The platform creates intelligent evacuation zones for all Oregon communities, integrates with existing notification applications such as Everbridge and Waze, provides real-time wildfire modeling and traffic information, and includes a community-facing website for public evacuation status and shelter information. The system leverages 5,000 pre-built intelligent evacuation zones already covering Oregon and 1,500 customized zones for specific counties — a proprietary capability the agency found unavailable from comparable vendors.
The estimated contract value is $3.695 million over a five-year term. The Oregon Department of Human Services, Office of Resilience and Emergency Management, is the procuring agency. Genasys has prior successful implementations in Deschutes and Josephine Counties and offers unlimited user access and seamless integration with existing systems. The sole-source determination reflects market research documenting that no alternative provides zone-based evacuation planning with proprietary algorithms and the pre-built Oregon coverage necessary to meet the agency's deployment timeline for high wildfire-risk season.
Protests must be submitted within seven calendar days of the first posting (July 8) to the State Chief Procurement Officer at the Oregon Department of Administrative Services, 155 Cottage Street NE, Salem, OR 97301, or egs.pscustomercare@das.oregon.gov. Rachel Smith, IT Procurement Strategist, is the agency point of contact at 971-707-0263 or Rachel.r.smith@das.oregon.gov.
