About this file
This is a Sole-Source Determination Memo dated June 12, 2024, issued by the Oregon Department of Human Services (ODHS), Office of Resilience and Emergency Management (OREM), for the direct award procurement of Genasys Protect EVAC, a zone-based evacuation management software-as-a-service (SaaS) platform formerly known as Zonehaven. The requested service includes subscription services for the Genasys EVAC system, with the agency reserving the right to purchase additional renewals and related services including on-call maintenance, preventative maintenance, repair, and training. The system creates intelligent evacuation zones for all Oregon communities, integrates with existing notification applications like Everbridge and Waze, provides real-time wildfire modeling and traffic information, and includes a community-facing website for public access to evacuation status and shelter information. The agency targets deployment by June 2024 in anticipation of high wildfire risk during the summer season. The contract term spans five years with an estimated total value of $3,695,000.
The sole-source justification is based on findings under Oregon Revised Statute 279B.075(2)(d), as Genasys is identified as the sole provider of a zone-based evacuation planning system with proprietary algorithms capable of meeting the agency's urgent deployment requirements. Key differentiating factors include 5,000 pre-built intelligent evacuation zones already covering Oregon and 1,500 customized zones for specific counties, eliminating the need for extensive ground-up development that comparable systems like Perimeter require. The agency conducted market research documenting that no comparable alternative is available from other vendors. Genasys has a proven track record with successful implementations in Deschutes and Josephine Counties and offers unlimited user access, real-time zone updates, and seamless integration with existing systems. Protests must be submitted within seven calendar days of the first posting date on OregonBuys to Enrique Rodriguez, Contract Specialist, at the ODHS Office of Contracts and Procurement. The Designated Procurement Officer, Kirk N. Rhoades, approved the sole-source determination electronically.
