About this opportunity

Wormleysburg Borough is soliciting sealed bids for the South Front Street Sewer Lining Project, a municipal infrastructure improvement initiative focused on sewer system rehabilitation. The primary procurement involves cleaning and installing cured-in-place sewer lining, with a base bid covering 1,744 linear feet and potential alternate bids for an additional 961 linear feet. Bidders must submit comprehensive proposals online through PennBID by September 30, 2025, at 2:00 PM local time, with all documentation available at https://pennbid.bonfirehub.com. Prospective contractors must provide a certified check or bid bond representing ten percent of the total bid, issued by a surety licensed in Pennsylvania. Interested parties may submit questions online via PennBID until 5:00 PM on September 25, 2025, with bids remaining open for 60 days following the bid opening. Successful bidders will be required to furnish warranty, performance, and payment bonds totaling varying percentages of the contract price.

The contract is subject to multiple regulatory compliance requirements, including the Pennsylvania Prevailing Wage Act, Architectural Barriers Act, Americans with Disabilities Act, Federal Occupational Safety and Health Act, and Pennsylvania Human Relations Act. While specific set-aside designations are not explicitly detailed, the project emphasizes non-discrimination and universal accessibility. Bidders must complete several mandatory documents, including a Non-Collusion Affidavit, Experience Questionnaire, Public Works Employment Verification Form, and adhere to nondiscrimination and sexual harassment clauses. Although the exact budget range is not specified in the documentation, the comprehensive bonding and documentation requirements suggest a significant municipal infrastructure investment. The project appears to be open to qualified contractors with demonstrated experience in municipal sewer rehabilitation and the ability to meet extensive regulatory and technical requirements.
