About this opportunity
The West Virginia Department of Transportation, procuring through the Department of Administration Purchasing Division, is requesting quotes for solar salt delivery and pick-up services under CRFQ DOT2700000019, with bids due October 27, 2026 at 1:30 PM EST. A mandatory pre-bid meeting must be attended by all bidders, and written questions are due October 14, 2026 at 1:00 PM EST to James W. Atkins (james.w.atkins@wv.gov or 304-558-0094).
This is a multiple vendor award contract structured as an open-end arrangement across ten WVDOT districts statewide, with F.O.B. delivery and pick-up options. The estimated total volume is approximately 27,405 tons of solar salt distributed across multiple facilities and substations from Charleston (District 1) to Princeton (District 10). Solar salt must meet a minimum 95% sodium chloride content, maximum 1.0% insoluble material by dry weight, and specified particle-size grading. Vendors must provide verified testing data from an independent source, a Safety Data Sheet, and a Product Data Sheet prior to award. Moisture content for stockpile delivery cannot exceed 2.0% by weight. Standard delivery is within 10 business days of an Agency Delivery Order; emergency orders require 48-hour delivery. Vendors bid on a per-ton basis for each delivery location; estimated quantities range from 100 to 3,900 tons by location for planning purposes only, with no guarantee of utilization.
Awards will be granted to the lowest responsible bidder for delivery to each district and to all qualified vendors offering pick-up services, with WVDOT considering proximity and haul/fuel expenses in selection. Pricing is firm for the contract life unless otherwise specified. The initial term is one year with potential renewal for up to three successive one-year periods subject to mutual written consent. Vendors must maintain Commercial General Liability and Automobile Liability Insurance of at least $1 million per occurrence each. Liquidated damages of $75 per day per order apply for deliveries exceeding 15 calendar days past the specified date, except for force majeure events. Bids must be held firm for 90 days following opening. Payment is by electronic funds transfer or P-Card in arrears upon invoice or delivery receipt.
