About this opportunity

Miami-Dade County's Strategic Procurement Department is requesting bids for EASY Cards (extended use) and EASY Tickets (limited use) smartcards for the county's transit system under ITB Event Number EVN0029010, with bids due July 21, 2026.

Bidders must submit responses electronically through the Integrated Financial Resources Management System (INFORMS) at https://supplier.miamidade.gov. All bids must be fully entered, uploaded, and confirmed in INFORMS before the deadline; submissions will be rejected as late if not completed in the system. Material questions must be submitted through the INFORMS question-and-answer feature prior to the specified question deadline. No portion of a bid may be submitted via hardcopy, email, or fax. Bidders must acknowledge compliance with Miami-Dade County's non-negotiable General Terms and Conditions and submit all documents as separate files with no embedded documents or proprietary file extensions. Any material changes to the solicitation will be issued by written addendum only, which bidders must acknowledge and incorporate into resubmitted bids. There is no cost to submit a bid.

EASY Cards must conform to ID-1 standard dimensions per ISO/IEC 7810:2003, use 60 percent polyvinyl chloride and 40 percent polyethylene terephthalate laminate, and incorporate an integrated circuit chip with contactless read/write functionality at 0–5 centimeters minimum distance. Cards must sustain no fewer than 100,000 read/write cycles and 5,000 bending and torsion cycles each, remain functional across usage temperatures of –31°F to +140°F and 15–95 percent relative humidity, and achieve 80 percent or better production yield. EASY Tickets (limited use) use paper or paper-polyester laminate construction with 400 micrometer thickness ±40 micrometers (precut) or ±60 micrometers (roll stock), sustain at least 10,000 read/write cycles, and allow up to 5 percent nonfunctioning cards per roll with no more than two sequential defects. All suppliers must hold ISO 9000:2005 compliance and undergo First Article Testing (AQL Level II for new suppliers; minimum 20-card random sampling per 500,000 cards for qualified suppliers). Packaging for EASY Cards requires 500 cards per shrink-wrapped box with nine boxes per carton; cartons must withstand six-unit stacking. The three procurement contracting officers are Tellise Marrast, Arlene Campbell, and Saba Musleh.
