About this opportunity

The City of Peoria is seeking a professional services firm to conduct a comprehensive Smart Tree Inventory and Risk Assessment for approximately 20,000-25,000 trees within 480 street miles of public right-of-way. The project requires advanced technological approaches, including LiDAR, high-resolution cameras, and machine learning to collect detailed tree data, with subsequent analysis by certified arborists. Proposing firms must have completed at least three similar tree inventory projects within the past three years and have managing arborists certified by the International Society of Arboriculture. The RFP (No. 16-25) was issued on July 10, 2025, with sealed proposals due on July 29, 2025, at 2:00 PM, and an anticipated project start date within 30 days after City Council approval on August 12, 2025. The final deliverable will be an Urban Forestry Management Plan that presents inventory findings, discusses trends, and provides a multi-year budget for urban forest management. Evaluation of proposals will be based on four equally weighted criteria (25 points each): national reputation, project approach, previous experience, and pricing. The inventory will capture extensive details for each tree, including location, species, size, condition, maintenance needs, and risk assessment using the USDA Forest Service Community Tree Risk Rating System.

The RFP documentation does not specify any specific set-aside designations or restrictions for disadvantaged enterprises. While no incumbent vendors are mentioned, the project will require integration with existing city infrastructure and geospatial systems. The total project scope suggests a moderate-scale municipal contract, though specific budget ranges are not explicitly stated in the provided documentation. Potential proposers should be prepared to demonstrate technological capabilities, arboricultural expertise, and comprehensive data collection and analysis methodologies. The project represents a significant investment in urban forest management for Peoria, aimed at establishing a comprehensive baseline for future planning, budgeting, and maintenance strategies. Firms interested in responding should carefully review the full RFP document to ensure compliance with all technical specifications and submission requirements.

The City of Peoria is looking for a firm to conduct a Smart Tree Inventory for an estimated 20,000-25.000 trees within the public right-of-way of approximately 480 street miles. A Smart Tree Inventory uses advanced technology like LiDar, high-resolution cameras, and machine learning to collect detailed data and a comprehensive digital record of our urban forest, followed by a complete assessment of that data by certified arborists. This will establish a baseline of where we currently stand, as well as guide future budgeting, planning, and workload management.
