About this opportunity
The City of Holly Hill, Florida is soliciting bids for a Hazard Mitigation Grant Program (HMGP) funded project to procure and install three emergency bypass pumps for existing sanitary lift stations (numbered 7, 14, and 16) within the city. The procurement encompasses comprehensive infrastructure improvements, including construction of concrete slabs meeting current Building Codes, installation of ductile iron piping to connect bypass pumps to existing wet wells and force mains, and electrical wiring connections that enable independent operation from existing pump station control systems. Each bypass pump system will also require a solar panel and controller to maintain fully charged starting batteries. The bid opportunity was publicly advertised with a sealed bid deadline of October 20, 2025, at 10:00 a.m., with a non-mandatory pre-bid meeting held on September 29, 2025. Contractors must submit one original hard copy and one electronic copy on a USB flash drive in a sealed envelope. The project has a defined completion timeline of 180 days from the Notice to Proceed, with liquidated damages of $500 per calendar day assessed for delays. Bidders are required to comply with federal contract provisions and submit a bid bond equal to five percent of the total bid amount.
The contract is funded entirely by federal Emergency Management Agency (FEMA) funds through the Hazard Mitigation Grant Program, which means no local vendor preference will be applied. While no specific set-aside designations for disadvantaged enterprises are explicitly mentioned, contractors and subcontractors must comply with Equal Employment Opportunity requirements. The project requires substantial insurance coverage, including Workers' Compensation with employer's liability of at least $100,000, Commercial General Liability with minimum limits of $2,000,000 General Aggregate, and Business Automobile Liability with minimum limits of $1,000,000 per occurrence. The Engineer's Estimate for the project totals $429,401.50, which includes a 10% project contingency. The City will provide monthly partial payments with ten percent retainage until final completion and acceptance, after which final payment will be made within thirty days. Successful bidders must provide Performance and Payment Bonds each equal to 100 percent of the contract price prior to commencing work, and the City reserves the right to reject any and all bids.
