About this file

This document is a Pre-Bid Requests for Additional Information response issued by the City of Holly Hill, Florida on October 3, 2025, for the Holly Hill Bypass Pumps for 3 Lift Stations project (ZC 24300). The project consists of procuring and installing three emergency bypass pumps with associated equipment and improvements at three existing sanitary pumping stations within the city. Work includes concrete slabs meeting current Building Codes, ductile iron piping to connect bypass pumps to existing wet wells and force mains, wiring connections to make bypass systems fully functional and independent from existing pump station controls, and acquisition and installation of specified solar panels and controllers for each bypass pump to maintain charged starting batteries. The specifications require the use of the currently-specified emergency bypass pump manufacturer and model to ensure standardization of maintenance and operations throughout the city and to maintain a shared parts inventory. A corrected site plan (ADD-1 Sheet C4) was issued addressing discrepancies between original drawings and actual site conditions at Lift Station #14.

The project is not subject to BABAA or other federal requirements for domestically made products, and Davis-Bacon requirements do not apply. A corrected bid form with cleared cells was provided to address issues with the original Excel-based spreadsheet conversion to PDF format. All three lift stations currently have emergency quick connect means for portable bypass pumping that should remain operational during construction. Poured-in-place concrete slabs are required rather than precast alternatives due to varying top-of-slab elevations and compaction concerns. The City clarified that existing forcemain valve locations in pavement will not be affected by the work area, with tie-ins occurring prior to the paved section of Narcissus Avenue.

HOLLY HILL BYPASS PUMPS FOR 3 LIFT STATIONS ZC 24300

PRE-BID REQUESTS FOR ADDITIONAL INFORMATION (10/3/2025)

1. Is this project subject to BABAA or any other federal requirement for domestically made Products?

Response: This project is not subject to BABAA or any other federal requirements for domestically made products. Davis-Bacon requirements also do not apply to this project.

2. If domestic materials will be needed, what materials will fall under this requirement?

Response: See response above.

3. Can the City provide a copy of the Engineer’s Opinion of Probable Cost?

Response: A copy of the EOPC is attached.

4. Do you have the flows, head pressure, and what kind of down time we have as far as being able to shut the station down for the tie in?

Response: All Lift Stations currently have emergency quick connect means for portable bypass pumping and should be part of the operations during construction.

5. Can a precast concrete pump slab be substituted for the designed cast in place slab?

Response: Due to the varying top of slab elevations between stations and the concern for proper compaction during installation, poured in place is the required method.

6. May other manufacturer’s bypass pumps be considered for this project?

Response: The City currently has the specified emergency bypass pumps in operation in the City.

One of the factors in selecting this manufacture’s product is to ensure a standard maintenance/operation program for these units throughout the City and to have a shared parts inventory. Therefore, the specified make and model for the bypass pump shall be utilized.

7. During our site visit today we noticed that the drawings for lift station #14 do not match the plans. The wet well is to the south and closest to the intersection.

Response: Sheet C4 site layer was incorrectly applied and has been re-printed. The ADD-1 Sheet

C4add has been issued with this response.

8. The bid form on pages 22 and 23 has the total filled out as $0.00, we cannot fill out this form for our bids. Also, there is an Owners Allowance. How much is this allowance?

Response: The bid form was taken from a Excel spreadsheet and apparently was issued in the bid documents as a PDF. The bid document is included in this response with the cells individual cells cleared.

9. Lift station looks like the forcemain is located out in the pavement of Narcissus Ave. by the location of the sewer valve and previous patch asphalt.

Response: According to the City files, there is a valve in the pavement on the existing forcemain, but it is on a section of the forcemain that will not be in the work area. The plans show tying into the forcemain prior to it going into the paved area.
