About this opportunity

The Portland Bureau of Transportation is requesting proposals for installation and customization of Open Source Automated Traffic Signal Performance Measure (ATSPM) software with development of custom multimodal dashboards, technology recommendations, acceptance testing, and staff training, with proposals due September 21, 2026, by 5:00 p.m. Pacific Time and an optional pre-proposal meeting on September 10, 2026, at 10:30 a.m. Pacific Time via Microsoft Teams.

Proposers must demonstrate prior experience with Open Source ATSPM software version 5.0 and expertise in Apache ECharts, ASP.NET Core Web API, React, Next.js, data collection from Advanced Transportation Controllers (Q-Free MAXTIME firmware), radar and LiDAR detection sensors, TriMet API transit data, and RITIS probe data. The project manager designated by the proposer must have prior experience with ATSPM version 5.0.

The scope encompasses software installation of ATSPM version 5.2.0 or newer across 100 signalized intersections, with system capacity to ingest data from a minimum of 2,000 Advanced Transportation Controllers and 250 roadside detection sensors, supporting TriMet and RITIS external data sources. The system must support 24/7 availability, simultaneous access for a minimum of 25 users with role-based access controls, and 13 months of raw data storage. Custom deliverables include a minimum of 10 multimodal performance metrics aligned with operational scenarios for transit, pedestrian, and bicycle users. Data collection, processing, and reporting must occur every 15 minutes automatically. Deployment requires a dedicated SQL database on either physical server or approved cloud infrastructure behind PBOT firewall. All communications must use secure encrypted, one-way read-only connections initiated from PBOT systems only.

The City budgeted up to $425,000. Funding sources include local funds and federal funds through Surface Transportation Block Grant Program (STBG) and Carbon Reduction Program (CRP) passed through the State of Oregon Department of Transportation Local Agency Certification Program (Project Agreement No. 73000-00006678). Build America Buy America compliance applies to server hardware recommendations.

The contract is structured as Time & Materials with a five-year initial term (three years implementation, two years warranty and maintenance) and an option for five additional renewal years. Routine software updates must be provided for a minimum of two years following system acceptance, with 24-hour response to outages and fixes applied within three business days. Maintenance is provided at no charge for one year from final acceptance; annual maintenance fees commence thereafter. Post-warranty maintenance agreements should be provided as line items.

Phase 1 evaluation uses a 100-point scale: Proposer Capabilities 30 percent, Pricing 20 percent, Corporate Responsibility 20 percent. A short-list process and optional Phase 2 interviews or demonstrations may be conducted. The City anticipates posting a Notice of Intent to Award in mid to late October 2026.

Proposals are limited to 25 pages and submitted electronically through the City of Portland's Online Procurement Center (Ariba portal). Questions are due September 14, 2026, by 5:00 p.m. Pacific Time to Patrick O'Quinn, Procurement Specialist, at Patrick.OQuinn@portlandoregon.gov or (971) 678-6326. Proposers must submit detailed pricing through Attachment B with labor hours and rates by staff member and task, and corporate responsibility documentation addressing equal employment opportunity, workforce diversity, sustainable business practices, and civil rights compliance. The contractor must maintain commercial general liability ($2,000,000 per occurrence), automobile liability ($2,000,000 each accident), technology errors and omissions ($2,000,000), and crime insurance ($5,000,000).
