About this file
This document is a System Requirements specification prepared by the Portland Bureau of Transportation (PBOT) in collaboration with the Oregon Department of Transportation (ODOT) for the development and evaluation of a Multimodal Automated Traffic Signal Performance Measure (ATSPM) System. The project encompasses the installation and customization of Open Source ATSPM software to monitor and analyze traffic signal performance across Portland's transportation network. The system is designed to collect high-resolution data from a minimum of 2,000 Advanced Transportation Controllers (ATCs) operating Q-Free MAXTIME firmware, 250 roadside traffic signal detection sensors (radar and LiDAR), and external data sources including the TriMet API, RITIS probe data, and safety camera feeds. Key deliverables include the development of custom operational, safety, and maintenance metrics tailored to transit, pedestrian, and bicycle users; installation of hardware and software infrastructure; creation of dynamic dashboards and mapping tools; acceptance testing; and comprehensive staff training. Data collection, processing, and reporting must occur every 15 minutes automatically, with system capability for 13 months of raw and aggregated data storage and future scalability to accommodate additional controllers and sensors.
The system requires a dedicated SQL database independent of existing traffic signal systems, with data storage on either a physical server compatible with PBOT equipment or an approved cloud-based solution requiring an intermediary physical server behind the PBOT firewall. All communications must utilize secure encrypted protocols with one-way (read-only) connections initiated only from PBOT systems. The software must operate continuously on a Windows operating system, maintain 24/7 availability, support simultaneous access for a minimum of 25 users with role-based access controls (administrator, operator, and guest levels), and include automatic data archival and backfill capabilities during communication interruptions. The vendor must provide routine software updates for a minimum of two years following system acceptance and respond to outages and failures within 24 hours with fixes applied within three business days. The system shall incorporate existing ATSPM metrics from version 5.0 open-source code and develop a minimum of 10 custom multimodal performance indicators aligned with PBOT's operational scenarios, with all calculations following methodologies established in the Automated Traffic Signal Performance Measure Methods and Assumptions Manual.
