About this opportunity

The City of Portland, Oregon Treasury Division is requesting proposals for Merchant Services and Payment Gateway Services from qualified vendors with proposals due August 18, 2026. The City seeks a single vendor to provide integrated merchant and payment gateway services supporting multiple payment channels across multiple City bureaus and locations; Procurement Card (P-card) services are explicitly excluded from scope.

Vendors must demonstrate at least five years' experience serving Level 1 and public sector clients of comparable scope and complexity. The vendor must maintain PCI/PA DSS certification, achieve 99.99% uptime availability across geographically diverse U.S. data centers, and provide 24/7 multi-channel support (web, mobile, phone) available 6 a.m. to midnight Pacific time. The solution must support hosted payment pages with customizable branding, business-unit-based configuration, mobile responsiveness, data postback capabilities, and daily payment data extracts in industry-standard formats. Role-based and business-unit-based access controls, ADA compliance at WCAG 2.2 level AA, encryption and tokenization protocols, comprehensive backup and disaster recovery (24-hour recovery objective), real-time monitoring, and fraud detection are mandatory. The vendor must hold qualified depository status per Oregon Revised Statute 295, ensure the City maintains Merchant of Record status, and provide direct settlement within one business day.

The City retains title to all funds, which must remain fully FDIC-insured or collateralized per Oregon Revised Statute 295. The vendor must maintain $2 million commercial general liability, $2 million automobile liability, $2 million technology errors and omissions/cyber liability, and $5 million crime insurance with employee dishonesty coverage. The contract structure includes an initial term with five optional one-year renewals, not exceeding ten years total. Pricing is not-to-exceed with detailed rates in Exhibit A and annual maintenance fees thereafter. Proposals must be submitted through the SAP Business Network platform. All payments are issued via electronic fund transfer net thirty calendar days from invoice receipt.

Opportunity text

Treasury requests proposals for Merchant and Payment Gateway Services from qualified proposers with demonstrated experience providing these services to customers similar to the City in scope and complexity. Treasury Division is responsible for this contract's procurement and management, but multiple bureaus will utilize the services at locations throughout the City. The scope of this contract does not include Procurement Card (P-card) services. City is the merchant of record for all transactions. Title to all City funds must remain in the possession of City at all times and be managed so that the funds are either fully insured by the FDIC or collateralized in accordance with Oregon Revised Statute 295. Because these payments are funded by residents and businesses, the City requires competitive and transparent pricing and a solution that meets security, compliance, and reporting obligations. The goal is to select a single vendor that provides Merchant and Payment Gateway services that support multiple channels, reduces operational risk, streamlines reconciliation, and improves constituent experience.
