About this file

This is an addendum to a Request for Proposals issued by the City of Portland, Oregon Treasury Division for Merchant Services and Payment Gateway Services. The procurement seeks a single qualified vendor to provide integrated merchant and payment gateway services supporting multiple payment channels across numerous City bureaus and locations, explicitly excluding Procurement Card (P-card) services. Proposals are due by August 18, 2026, and submissions must be made through the SAP Business Network platform. The selected vendor will be responsible for providing hosted payment pages with customizable branding, business-unit-based configuration, mobile responsiveness, data postback capabilities, and daily payment data extracts in industry-standard formats. The contract structure includes an initial term with five optional one-year renewals, not to exceed ten years total. Vendors must demonstrate at least five years of experience serving Level 1 and public sector clients of comparable scope and complexity.

The vendor must maintain PCI/PA DSS certification, achieve 99.99% uptime availability across geographically diverse U.S. data centers, and provide 24/7 multi-channel support available 6 a.m. to midnight Pacific time. The City retains Merchant of Record status with all funds remaining fully FDIC-insured or collateralized per Oregon Revised Statute 295, and the vendor must hold qualified depository status under the same statute. Required insurance includes $2 million commercial general liability, $2 million automobile liability, $2 million technology errors and omissions/cyber liability, and $5 million crime insurance with employee dishonesty coverage. Pricing is structured as not-to-exceed with detailed rates provided in Exhibit A and annual maintenance fees thereafter, with all payments issued via electronic fund transfer net thirty calendar days from invoice receipt. The solution must incorporate role-based and business-unit-based access controls, ADA compliance at WCAG 2.2 level AA, encryption and tokenization protocols, comprehensive backup and disaster recovery with a 24-hour recovery objective, real-time monitoring, and fraud detection capabilities.

ADDENDUM NO. 3

RFP No. Doc2269316678

FOR

Merchant Services and Payment Gateway Services

Bids or Proposals Due: August 17, 2026, 4:00 p.m. Pacific Time

This Addendum provides changes to the specifications for the above-entitled project to be considered by each respondent. This Addendum shall be included within the proposal. Any changes made by this Addendum to said specifications offset only the portion of the words or paragraphs specifically mentioned herein, and the balance of the specifications remain in full force. It is the responsibility of all respondents to conform to this addendum.

This Addendum shall respond to inquiries received.

The following Inquiries were received regarding RFP Doc2246180914:

1. What is your expected go-live date for the solution?

Response: Implementation will begin in January 2027 and will be phased in over about 18 months. Some applications will need to transition in the first quarter of the year.

2. Who is your current Nacha processor?

Response: Wells Fargo bank.

3. For the Corporate Responsibility section, will the City accept a proposer-named community-benefit partner that receives a fixed charitable donation and performs no work under the contract — that is, a donee rather than a subcontractor — or must such a partner be identified as a Subcontractor under the sample contract's definition?

Response: The Corporate Responsibility section specifically states subcontracting, and the evaluation committee will be scoring the content of the proposals based on what is written in the RFP documents.

4. We are finalizing the pricing. You have asked for a single cost+ model across all departments. We are happy to do interchange, fees, dues and assessments at cost and

Sylvester Donelson, Jr. Tracy Warren Raymond C. Lee III Chief Procurement Officer Deputy City Administrator Chief Administrative Officer https://twitter.com/PortlandGov https://www.instagram.com/PortlandGov/ https://www.facebook.com/PortlandORGov will provide the lowest available fees based on the MCC code and delivery of the fees. To get more accurate representation, do you have merchant statements you can share to determine your current cost structure.

Response: The current price being assessed under our current contract should not have any bearing on the price being proposed by respondents. We have provided very detailed information to all bidders. We are asking that all parties base the pricing on the information provided. Please feel free to footnote and add additional parameters or elements that may apply. Please see Attachment 1a - Merchant Services Description including E- CHECK posted with Addendum 1.

5. Section 3.7 states that 24/7 technical support U.S.-based, dedicated customer service and technical support, is required. Please clarify if the vendor is required to provide support to end-users (individuals using the payment solutions) or only to city staff.

Response: The presumption is that we will need both. Generally, 24/7 support is needed for City staff. However, it is possible that cardholders may also need assistance, depending upon the application.

6. Would the City consider extending the proposal due date by two weeks?

Response: No.
