About this file
This is a Proposal Response Packet for a Request for Proposals (RFP) issued by the Oregon Treasury Division on behalf of the City for Merchant Services and Payment Gateway Services. The City seeks a qualified vendor with demonstrated experience providing merchant and payment gateway services to municipalities of similar scope and complexity. The contract will support multiple payment channels across various City bureaus and locations, with the primary objectives of reducing operational risk, streamlining reconciliation, improving constituent experience, and providing competitive and transparent pricing. The scope explicitly excludes Procurement Card (P-card) services. The City will serve as the merchant of record for all transactions, and all City funds must remain in the City's possession and be either fully FDIC-insured or collateralized in accordance with Oregon Revised Statute 295.
The Treasury Division will manage the contract procurement and administration, though multiple bureaus throughout the City will utilize the selected vendor's services. The RFP emphasizes the importance of security, compliance, and robust reporting capabilities to ensure proper stewardship of resident and business funds. The City intends to select a single vendor capable of providing integrated merchant and payment gateway services that address the municipality's operational and financial requirements while maintaining transparency and meeting all applicable regulatory obligations.
