About this opportunity
The City of Pittsburgh Office of Management and Budget, on behalf of the Department of Public Works, is soliciting sealed bids for resurfacing and upgrades to Schenley Park Tennis Courts 7-12, located at 1 Overlook Drive, Pittsburgh, Pennsylvania 15217. This Invitation for Bid (IFB) #2025-IFB-236 encompasses approximately 35,000 square feet and includes removal and reinstallation of perimeter fencing, demolition of existing asphalt, installation of drainage infrastructure with perforated pipe and stone backfill, asphalt repaving with PennDOT Superpave courses, installation of new concrete bench pads, installation of six tennis post sets with nets using Edwards 3" Classic Round Tennis Net Posts, application of two-color resurface coating using SportMaster Sport Surfaces products in light green and light blue with striping, and conversion of one existing tennis court into four pickleball courts with appropriate resurfacing, posts, nets, and fencing. The project includes multiple add-alternates for optional work such as subbase repair and replacement, installation of city standard benches, removal and replacement of a water fountain, and installation of trash and recycling receptacles. All work is subject to Pennsylvania Prevailing Wage requirements with rates effective September 25, 2025, and contractors must provide certified payroll documentation with all invoices. Critical deadlines include a mandatory pre-bid meeting on November 12, 2025, at 10:00 a.m. via Microsoft Teams, an optional site visit on November 25, 2025, at 10:00 a.m., a question submission deadline of November 28, 2025, at 5:00 p.m., responses and addenda due December 5, 2025, at 5:00 p.m., and bid submission deadline of December 19, 2025, at 2:00 p.m. through the City's electronic procurement portal, with a non-mandatory bid opening scheduled for January 5, 2026, at 3:00 p.m. The contract is structured on a lump-sum basis with pricing required for eight line items and four add alternates, and bidders must submit a bid guarantee of five percent of the total bid amount in the form of a surety bond, certified check, cashier's check, or letter of credit.
All bidders must meet the City of Pittsburgh's Disadvantaged Business Enterprise (DBE) participation goals or demonstrate good faith efforts to meet these goals, including 18 percent Minority-Owned Business Enterprises (MBEs), 7 percent Women-Owned Business Enterprises (WBEs), 5 percent Veteran-Owned Small Businesses (VOSBs), and 3 percent LGBTQIA+-Owned Business Enterprises. Upon contract award, the successful contractor must provide performance and payment bonds in amounts equal to 100 percent of the contract price, general liability insurance with $1,000,000 per occurrence and $2,000,000 aggregate limits, automotive liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate, and workers' compensation insurance in accordance with Pennsylvania statutory minimums, with the City named as an additional insured on general and automobile policies. The project is designated as a one-time project with the City intending to commence construction on July 10, 2026, subject to change, and the City reserves the right to extend the contract for up to 180 calendar days after the initial contract period. The specifications require the use of SportMaster Sport Surfaces products, Douglas Premier RD-36 Pickleball/QuickStart Tennis Posts, Douglas JTN-30 nets meeting USPA requirements, and city standard benches and equipment manufactured by specified vendors or approved equivalents. All trees on site must be protected to the edge of the dripline or to a radius of one foot per inch of tree diameter, with the contractor held liable for any damages, and the contractor is responsible for hauling and disposing of all stripped materials, repairing any construction-related damages to existing courts and park features, and reseeding all disturbed areas with maintenance until grass is fully established. While no specific award value or budget range is disclosed in the available documentation, the project scope indicates a substantial public works undertaking involving comprehensive court rehabilitation and multiple upgrade options across six tennis courts.
