About this opportunity
The Los Angeles County Metropolitan Transportation Authority (LACMTA) is soliciting bids on disc brake rotors for front and rear axles (17-inch manual axle, OEM specification) under IFB No. MA130013, with bids due August 11, 2026 at 2:00 p.m. and a teleconference bid opening at 2:45 p.m. the same day. This is a federally funded contract subject to Department of Transportation and Disadvantaged Business Enterprise (DBE) compliance; no DBE contract goal has been established, but successful bidders are encouraged to utilize DBE firms where opportunities exist.
The scope covers front rotors (MTA Part No. 188191, MAN AXLE part number 81.50803.0040) and rear rotors (MTA Part No. 188192, MAN AXLE part number 81.50803.0041) under an Indefinite Delivery/Indefinite Quantity (IDIQ) contract structured for 24-month performance. Year 1 estimated quantities are 1,260 front rotors and 996 rear rotors; Year 2 quantities are identical. Monthly minimum quantities are 105 front rotors and 83 rear rotors. Bidders may propose approved equal or substitute products with written requests due by July 29, 2026; alternate product testing may be deferred to the next similar solicitation if not completed during current evaluation. Delivery is to LACMTA's Division 30 Central Maintenance Facility at 470 Bauchet Street, Los Angeles, California, within 10 calendar days of order release, Monday through Friday, 5:30 a.m. to 2:00 p.m., with contact required to schedule deliveries.
Bidders must be pre-qualified with LACMTA, with applications due by the bid deadline. Award will be made to the lowest responsive and responsible bidder; LACMTA reserves the right to award on an item-by-item basis, aggregate, or total bid, whichever serves LACMTA's best interest. Pricing is submitted per unit with California sales tax at 9.75% included in the base year total. Payment terms must be NET 10 to NET 30. All materials must be from indicated manufacturers only per California Public Contract Code Section 3400.
Bid submission includes Schedule of Quantities and Prices, Ethics Declaration, General Certifications, Buy America Certificate, DBE forms, quality assurance documentation, and proof of bonding capability. Contract price includes all taxes, transportation, freight, packaging, handling, storage, and insurance. Payment is within 30 days of proper invoice receipt, or within 15 days for certified DBE or LACMTA-certified Small Business Enterprise prime contractors. All goods must be delivered within 24 months from executed contract date with zero options.
