About this file
This is a Technical Specifications document for Bid No. MA130013 issued by the Los Angeles County Metropolitan Transportation Authority (LACMTA) for the procurement of rotors for transit buses. The solicitation requests two types of disc brake rotors for 17" man axle bus applications: front rotors (Metro Item Code 188191, MAN AXLE part number 81.50803.0040) and rear rotors (Metro Item Code 188192, MAN AXLE part number 81.50803.0041), with quantities of 2 each per bus. The total contract spans two years with monthly delivery schedules beginning in November 2026 and continuing through October 2028. Year 1 requires 1,260 front rotors and 996 rear rotors, with identical quantities specified for Year 2. Bidders seeking to propose approved equal or substitute products must submit written requests with supporting technical documentation by July 29, 2026 at 2:00 p.m. Deliveries must be made to LACMTA's Division 30 Central Maintenance Facility at 470 Bauchet Street, Los Angeles, California, during business hours Monday through Friday from 5:30 a.m. to 2:00 p.m., with vendors required to contact David Ball, Sr. Manager, Equipment Maintenance at (213) 922-5895 to schedule deliveries.
The contract is structured as a firm fixed price agreement with monthly consumption requirements of 44 units for front rotors (CMF Division) and 57 units for rear rotors (CMF Division). Suppliers must maintain sufficient stock to meet delivery requirements within 10 calendar days of order release, with LACMTA reserving the right to cancel the Master Agreement or terminate the contract if this obligation is not met. LACMTA agrees to purchase the estimated quantities specified for stock maintenance. The specification document permits bidders to propose equivalent products to the named MAN AXLE manufacturer, provided such proposals meet LACMTA's quality and suitability standards and receive prior written approval. If alternate product testing cannot be completed during the current solicitation evaluation period, LACMTA may defer approval consideration to the next similar solicitation rather than delay contract award.
