About this opportunity

Clay Township in Lancaster County, Pennsylvania is soliciting sealed proposals for Rock Road Bridge Repairs via the PennBid Program, with proposals due by 11:00 a.m. prevailing time on May 7, 2026. The project encompasses the repair and strengthening of an existing steel bridge built in 1940, located approximately 0.6 miles southwest of the intersection of West Main Street (US-322) and Rock Road in Stevens, Pennsylvania. The work includes removal of beam concrete encasement, installation of structural steel reinforcements (including 234 square feet of steel plates and 264 linear feet of steel angles), fabrication and installation of 15 linear feet of steel diaphragms, painting of newly installed steel components (200 square feet), and bottom flange plating (88 linear feet), along with mobilization, demobilization, and erosion and sediment control measures. The contract requires the contractor to provide all equipment, materials, labor, supervision, and testing services in accordance with Pennsylvania Department of Transportation specifications and Pennsylvania Prevailing Wage Act requirements, with prevailing wage rates ranging from $41.87 to $94.97 per hour depending on job classification. A mandatory pre-bid conference is scheduled for 1:00 p.m. on April 23, 2026, at the Clay Township office (870 Durlach Road, Stevens, PA 17578), with final questions due by 3:00 p.m. on April 27, 2026, and a final addendum to be issued by 5:00 p.m. on April 28, 2026. Substantial completion is required by August 28, 2026 (or within 60 calendar days of Notice to Proceed), with final completion by September 14, 2026 (or within 75 calendar days of Notice to Proceed), and liquidated damages are established at $870 per calendar day for failure to achieve substantial completion. Bidders must demonstrate adequate experience with similar bridge repair projects, adequate equipment, and sound financial status, and must comply with all requirements of the Federal Occupational Safety and Health Act.

Each proposal must be accompanied by a bid bond, certified check, bank cashier's check, or other acceptable security in the amount of 15 percent of the total base bid, with bids remaining effective for 60 calendar days following the opening date. The project is subject to Pennsylvania Prevailing Wage Act conditions, the Federal OSHA Act of 1970, Pennsylvania Act 287 of 1974 (as amended), the Trade Practices Act of July 23, 1968, and the Public Works Employment Verification Act of November 3, 2022. The contractor must maintain workers' compensation insurance, commercial general liability coverage with minimum limits of $2,000,000 general aggregate, and performance and payment bonds each equal to 100 percent of the contract price. No asbestos-containing materials are permitted on the project, and no work is authorized between March 1 and June 15 due to the trout-protected status of Middle Creek. The work is covered under Pennsylvania Department of Environmental Protection General Permit GP-11-36-11-122 and includes comprehensive erosion control measures such as compost filter sock, concrete washout, rock rip-rap, coffer dams, and pumped water filter bags. While the procurement documents do not specify disadvantaged enterprise set-asides or incumbent vendors, the contract is subject to prevailing wage and employment verification requirements applicable to public works projects in Pennsylvania, and bidders must bid on all items listed on the bid form with unit price work compensated based on actual quantities.
