About this file

This is a deficiency outline document prepared by DitchCreek Utility Services and Hanover Engineering for Clay Township, Lancaster County, Pennsylvania, detailing inspection and repair recommendations for the Hopeland Village sanitary sewer system. The document identifies structural and operational deficiencies across multiple manhole locations and sewer line segments within the Hopeland area, including issues such as infiltration flows, missing or damaged components, pipe sags, and deteriorated infrastructure. Key deficiencies are documented at 18 individual manhole locations (designated H-1 through H-8, H-2-1 through H-2-8) and multiple lateral connections, with recommended repairs including installation of HDPE dishes, spray lining of manhole interiors, pressure grouting around inlet pipes, removal and replacement of corroded manhole lid lockers, televising of laterals to identify clear water flow sources, and replacement of compromised pipe sections. Sealed proposals for the comprehensive Hopeland Sanitary Sewer I&I Manhole and Sanitary Sewer Line Rehabilitation project are due by 11:00 a.m. prevailing time on July 8, 2026, with a mandatory pre-bid conference scheduled for 1:00 p.m. on June 25, 2026, at Clay Township's office (870 Durlach Road, Stevens, PA 17578); final questions must be submitted by 12:00 p.m. on June 30, 2026, with a final addendum to be issued by 3:00 p.m. on July 1, 2026.

The project is subject to Pennsylvania Prevailing Wage Act conditions and Federal OSHA requirements, with all bid documents available online through the PennBid Program at www.PennBid.net at no cost to prospective bidders. Each proposal must be accompanied by a bid bond, certified check, bank cashier's check, or other acceptable security equal to 10 percent of the total base bid, and bidders must submit a Non-Collusion Affidavit with their proposals. Performance security in the amount of 100 percent of the contract price will be required of the awarded contractor. Bids will remain effective for 60 calendar days following the bid opening date and may not be withdrawn during this period. The contract is also subject to Pennsylvania Act 287 of 1974 (as amended), the Architectural Barriers Act of 1968, and Section 504 of the Rehabilitation Act, among other applicable federal and state regulations.
