About this opportunity

The Indiana Bureau of Motor Vehicles (BMV), procuring on behalf of the State of Indiana Department of Administration, is requesting bids on sixty (60) training motorcycles for the Ride Safe IN program through Negotiated Bid 27-88102, with responses due October 7, 2026 at 3:00 PM Eastern Time. A 3% subcontracting goal for Indiana Veteran Owned Small Businesses (IVOSB) applies, though failure to address these opportunities will not impact bid evaluation.

Respondents must bid on a single make and model from five approved options: Kawasaki W125 LTD, Kawasaki Eliminator 450, Yamaha WR125RTL, Yamaha MT-03, or Royal Enfield Meteor 350. All motorcycles must have a seat height not exceeding 29 inches, dry weight not exceeding 400 pounds, and fuel injection is preferred. Respondents must note whether pedals and handlebars are adjustable. This is a one-time purchase with no renewal options.

Pricing must be firm for a minimum of 180 days from award, submitted on F.O.B. destination basis with all shipping, freight, and delivery fees included and no state taxes added. Respondents must submit a working Excel cost proposal file with unit pricing for all five line items, a matching quote on company letterhead, and complete the Indiana Economic Impact Form. Evaluation proceeds in two steps: Step 1 screens for mandatory requirements compliance (Executive Summary, Indiana Economic Impact Form, Bid Cost Attachment, Attestation Form); Step 2 awards to the lowest unit price or total cost meeting all required specifications. Respondents may claim Buy Indiana preference status if certified. The State reserves the right to conduct clarifications, request best and final offers, or award to multiple respondents.

Written questions are due September 11, 2026 at 3:00 PM Eastern Time; responses will be posted by September 25, 2026. Award recommendation is targeted for November 2026. All successful respondents must register with the Indiana Secretary of State and the Department of Administration Procurement Division prior to contract execution.
