About this opportunity

Ogden City School District (OSD) is requesting proposals for the design, procurement, and installation of a rooftop photovoltaic array at Hillcrest Elementary School in Ogden, Utah, under RFP 27-001, with proposals due August 3, 2026, and a mandatory pre-bid walk on July 17, 2026.

The scope is a turnkey PV system with an approximate 260 kilowatt-peak (kWp) installed DC capacity configured to deliver 240 kilowatts AC output and minimum annual energy production of 405 megawatt-hours, with annual degradation not exceeding 1 percent. The contractor bears full responsibility for system design, procurement, installation, and commissioning, including engineering design stamped by a licensed Utah electrical engineer and structural certification by a licensed Utah structural engineer. The system must include two 120-kilowatt inverters installed in second-floor mechanical rooms, self-ballasted racking, power optimizers, conduits, conductors, and related electrical infrastructure. The contractor must obtain Rocky Mountain Power (RMP) Net Metering Level 2 approval, comply with National Electrical Code 2020, International Building Code 2021, and NEC 690.12 rapid shutdown requirements. Deliverables include a seamless owner portal and centralized monitoring system enabling remote access to production data through computers, smartphones, and building management systems; seven consecutive days of comprehensive performance testing; and successful power delivery within 30 days of system completion. The site is located at 1121 Vitt Drive, Ogden, Utah 84404.

Construction is anticipated to mobilize in August–September 2026, with substantial completion targeted for November 20, 2026, and final completion by December 21, 2026. The project manual specifies liquidated damages of $1,000 per calendar day for delays beyond the scheduled completion date. Bidders must submit a separate cost proposal using the provided form, itemizing materials and equipment, labor and installation, construction and site management, permits and approvals, and operations and maintenance with warranty. A 5 percent bid bond and Performance and Payment bonds are required. Progress payments will be made at 95 percent of scheduled values with 5 percent retainage until final completion.

Proposals are evaluated on experience and comparable projects (25 points), project team (15 points), cost control and schedule (10 points), and price (50 points). Questions are due July 27, 2026, at 12:00 PM MT. Board action and award notification is scheduled for August 20–21, 2026. Proposals must be submitted electronically in PDF format through Bonfire. Pricing is considered public after contract award; proprietary information may be claimed confidential through redacted and non-redacted versions, though pricing cannot be classified confidential. BDK serves as construction manager; the successful bidder will execute an AIA Document A132-2019 contract.
