About this file

This is a Request for Proposals (RFP) issued by Ogden City School District (OSD) in Utah for contractor services to install a photovoltaic (PV) array at Hillcrest Elementary School. The project scope includes construction in accordance with provided documents, obtaining all required clearances and approvals, achieving substantial completion, completing corrective work from punch-list inspections, providing operations and maintenance (O&M) documentation, warranty information, and training. The project is anticipated to take approximately three months to complete. The mandatory pre-bid walk is scheduled for July 17, 2026, at 9:00 AM MT at the school site (1121 Vitt Dr., Ogden, UT 84404). The deadline for submitting questions is July 27, 2026, at 12:00 PM MT, and proposals are due August 3, 2026, at 12:00 PM MT through the Bonfire (U3P) platform. Board action and award notification is scheduled for August 20–21, 2026. Construction is anticipated to mobilize in August and September 2026, with substantial completion targeted for November 20, 2026, and final completion on December 21, 2026. The selected contractor will execute an AIA Document A132-2019 contract with OSD, with BDK serving as the construction manager.

Proposals are evaluated on a 100-point maximum system: relevant experience of the contractor firm and comparable projects (25 points), project team proposed for the project (15 points), cost control and schedule (10 points), and price component (50 points). The cost proposal must be submitted as a separate document from the technical proposal; failure to do so will result in disqualification. Contractors must provide three comparable projects, project team resumes and roles, a detailed construction schedule, and cost control strategies. All proposals must be submitted electronically in PDF format through Bonfire. Pricing information is considered public after contract award. Contractors may claim business confidentiality for proprietary information by submitting both a redacted and non-redacted version of their proposals, though pricing cannot be classified as confidential.
