About this opportunity

The City of Minneapolis is requesting proposals for a qualified consulting firm to provide role players and actors for Minneapolis Police Department scenario-based training exercises, with proposals due September 21, 2026, at 2:00 p.m. and questions due September 7, 2026.

The scope calls for up to fifteen role players and actors simultaneously to simulate crime victims, witnesses, suspects, and individuals in crisis situations during police training. Actors will participate in firearms training with blank rounds, simulate injuries, undergo handcuffing and physical escorting in non-confrontational scenarios, and participate in professional body searches. All actors must sign an Assumption of Risk, Release of Liability, and Hold Harmless Agreement prior to participation.

Consultants must comply with the City's Small & Underutilized Business Program requirements and the Minneapolis Living Wage Ordinance. Insurance requirements include Workers Compensation with specified liability limits, Commercial General Liability of at least $2 million, Commercial Automobile Liability of $1 million per accident, Professional Liability Insurance of $2 million, and Cyber Liability insurance of $1 million per occurrence. Consultants must demonstrate financial responsibility with evidence of no bankruptcy filings by the firm, its principals, or officers during the previous seven years.

The contract term does not exceed five years, with an estimated service start date of January 1, 2027, and service end date of January 1, 2032. The estimated consultant selection date is October 19, 2026. Proposals must include detailed cost breakdowns specifying hourly rates for role-playing services per role player and hourly rates for preparation time per person, by year of service. Respondents must submit organizational information limited to two pages, a proposed project team roster in table format identifying individuals (employees and subcontractors), and up to five client references with contact details and project scope descriptions. The City reserves the right to reject any or all proposals and does not commit to accepting the lowest-cost proposal. Submit proposals to 505 Fourth Avenue South, Room 310, Minneapolis, Minnesota 55415, or contact Rachel Bake at 612/673-2333 or rachel.bake@minneapolismn.gov.
