About this opportunity

The City of Minneapolis is requesting proposals for worksite fitness center management services under RFP_HR_Fitness_Center_Management, with proposals due October 6, 2026, at 2:00 PM (Minneapolis Time). Written questions were due September 15, 2026, with responses posted by September 18, 2026.

The scope includes comprehensive facility operations with onsite staff presence of 40 hours per week, Monday through Friday on staggered schedules; group fitness class instruction; individual member counseling; wellness programming; equipment maintenance coordination; and monthly utilization and participation reporting. Annual programming plans must feature 3–5 major programs, with active member outreach through lunch-and-learns, stretch breaks, and open houses. Attachment F specifies equipment including cardio machines (treadmills, ellipticals, Peloton bikes, lifecycle bikes, rowing machine, stair-climber), strength training equipment (leg press, leg curl/extension, lat pulldown/row, bicep curl/tricep extension, chest/shoulder press, cable station, captain's chair/dip/pullup), dumbbells ranging 2.5–75 pounds, kettlebells 10–45 pounds, benches, resistance bands, yoga mats, foam rollers, and stability balls.

Proposers must demonstrate relevant fitness center or recreational facility management experience, staffing capacity with qualified personnel, financial stability, and ability to sustain operations throughout the contract term. References from previous clients are required. The contract term is initially two years with an option for the City to extend annually for up to three additional years, not to exceed five years total. Services commence March 1, 2027, and conclude February 28, 2029.

Proposals are evaluated on technical approach and administrative capabilities (30%), experience and capacity including references (20%), conformance with department objectives (20%), financial stability and capacity (pass/fail), and cost of proposed services (30%). Consultants may schedule site visits to the facility but are prohibited from interviewing City staff or visitors for RFP-related information.

Insurance requirements include workers' compensation, commercial general liability ($2 million), commercial automobile liability ($1 million), professional liability ($2 million), and cyber liability ($1 million per occurrence). The contract is subject to the Minneapolis Living Wage Ordinance, prevailing wage provisions where applicable, Small & Underutilized Business Program compliance, equal opportunity and non-discrimination statutes, and Minnesota Government Data Practices Act compliance. Estimated consultant selection is November 16, 2026. The City does not commit to accepting the lowest-cost proposal and reserves the right to reject any or all proposals.
