About this file
This is Addendum 1 to the RFP for HR Fitness Center Management issued by the City of Minnesota. The addendum modifies and supplements the original request for proposals regarding worksite fitness center management services. The addendum clarifies specific requirements, evaluation criteria, and operational expectations for prospective vendors seeking to manage the City's fitness center facility. Key modifications include updates to service delivery standards, facility maintenance responsibilities, equipment specifications, and membership management protocols that vendors must address in their proposals.
The addendum establishes revised pricing structures and cost allocation methodologies for fitness center operations, including membership fees, facility rental rates, and staffing requirements. It addresses incumbent operator considerations and outlines performance metrics that will be used in vendor evaluation. The document specifies funding mechanisms and any cost-sharing arrangements between the City and the selected fitness center management contractor. Additional salient details include facility usage projections, required insurance and bonding requirements, and any modifications to the original contract term and renewal options outlined in the base RFP document.

Question 1: Why are you seeking bids at this time?
The current Fitness Center Management contract expires February 2027.
Question 2: What is the staffing model?
The Fitness Center is staffed with one (1) full-time employee.
Question 3: How many classes are on the group fitness schedule per week. Can share a copy of the schedule? Are all of the classes delivered by the fitness manager, or are some also delivered by part-time instructors?
Fitness classes vary each month. Typically, 75% are delivered by the fitness manager and 25% are delivered by an outside partner. This structure allows a variety of classes beyond what the manager may be able to provide. The classes provided by the onsite staff are included in their 40 hours. See attached schedule from July 2026.
Question 4: Are any classes delivered by part-time instructors outside the regular 40-hour-per-week staff position priced as separate/additional labor?
Yes, that is correct.
Question 5: How are virtual group fitness classes currently delivered?
They are streamed from the Fitness Center by the onsite staff employee using the City’s Microsoft Teams platform.
Question 6: Please confirm the eligible population size and how many employees have access?
All City employees are eligible to use the Fitness Center. There are approximately 4,000 employees.
Question 7: How many employees are enrolled today?
Currently, there are 1,403 employees enrolled.
Question 8: How many daily visits does the gym see on average?
We don’t have a daily breakdown, but there are 1,300 total check-ins in per month from 295 unique users.
Question 9: Please confirm the membership is complimentary, $0 per month for employees?
Correct, there is no fee for employees to utilize the Fitness Center.
Question 10: What is the primary goal/objective for the fitness program and are achieving this goal today?
To improve overall employee well-being by promoting regular physical activity, supporting healthy habits, and reducing health related risks. In addition, creating a sustainable culture of wellness. This goal is currently being achieved because employees are utilizing the space on a consistent basis.
Question 11: Confirm the address for the Fitness Center.
505 4th Ave S, 10th Floor, Minneapolis, MN 55415
Question 12: Who is the incumbent fitness center management provider, and what is the current monthly or annual contract value?
The current contract is through Healthsource Solutions LLC. This information is considered public data, which will require vendors to submit a formal request for data at https://www.minneapolismn.gov/government/government-data/request-public-data/.
Question 13: Must the required 40 hours per week of onsite staffing be provided by one dedicated individual, or may qualified personnel share onsite coverage?
The City would prefer one individual for continuity but would consider shared coverage of the full forty (40) hours, especially if it was a consistent schedule.
Question 14: May proposers identify a proposed onsite position and minimum qualifications, with the intent to recruit locally following award, or must the onsite individual be identified by name at proposal submission?
It is not required that the proposer have the staff identified, but they must provide details of how they would recruit, what their pool is, and what success they have had in the past.
Question 15: The evaluation criteria reference providing services to employees at different locations and working different shifts. Are services required at locations other than the primary fitness center? If so, please identify the locations and anticipated service requirements.
Yes, services are provided at various worksites around the City. This also falls within the 40 staffed hours. Currently, Public Works Hiawatha Facility is once a week, Minneapolis Convention Center is 2-3 times per year, and Minneapolis Park and Recreation Board is 1-3 times per year.
Question 16: Is the selected Consultant responsible for performing janitorial/cleaning services, or for monitoring cleanliness and coordinating with City-provided janitorial services?
https://www.minneapolismn.gov/government/government-data/request-public-data/

Question 17: Is the Consultant financially responsible for equipment maintenance, repairs, parts, service agreements and replacement, or is the Consultant responsible for coordinating these services while the City pays the associated vendor expenses?

Yes, the Contractor can propose a schedule as there is flexibility with the exact staffed hours. However, they need to be Monday through Friday, with some staggering.
Question 24: Is parking provided for the contractor's onsite employee? If not, is City or nearby contractor parking available, and what is the approximate monthly cost?
Parking is not provided and would be the responsibility of the Contractor. There are several options at different price points around the area. The ramp closest to the Public Service Building is the Government Center Ramp (iParkit) and is $180/month or approximately $11.00 – 15.00/day.
Question 25: Are there minimum education, professional certification, CPR/AED, group-fitness, or other credential requirements for the onsite Fitness Center Manager or other personnel?

Question 31: If members may access the facility when staff are not present, what safety, emergency response, monitoring, or access-control procedures does the City expect the vendor to support?
None. The City’s Security Division is responsible for monitoring and sweeping through the Fitness Center in the hours that the Fitness Center is not staffed and is the responsibility of the City.
Question 32: Does the City provide software or platforms needed for fitness center operations, such as member management software or a virtual fitness platform? If the City does not provide member management software or a virtual class platform, are bidders permitted to propose a vendor-provided system and associated pricing in the proposal response?
The City provides software on a City-issued device. Current software includes Smartsheet, Canva, GovDelivery, and Microsoft Teams for virtual fitness classes. We do not have member management software. The City is not seeking member management software or a virtual fitness platform as a part of this solicitation. Proposers should not include these systems as a required component of their proposal or pricing information.
Question 33: Are there any facility- or program-related variable expenses the City expects the management vendor to provide and invoice as monthly pass-through expenses, such as towel service, office supplies, print production, or similar items?
No.
I’m setting up a new way for us to stay connected through TEAMs.
Emails will still be used, but quick daily updates will be added to a TEAMs page. If I’m out sick and unable to teach, I’ll send a message through there. I’ll also use this page to share events, programs, and helpful flyers for anyone who wants to join. Participation is optional, and you can leave whenever you like. Access will be available next month, so you can stay up to date on everything happening in the gym!
Wishing you a fantastic July and a happy, safe 4th!
