About this opportunity
The City of Minneapolis is requesting proposals for employee mental health and healing support services under RFP 2026-66, with proposals due October 19, 2026, at 2:00 PM Minneapolis time and questions due September 28, 2026.
The scope includes individual therapy sessions (up to 10 per employee annually), monthly large-group mental health education sessions, small-group processing sessions (maximum 30 participants), and specialized department-specific training and education, with services targeting all city employees and those from historically marginalized communities. Proposals may address any combination of these four components, provided that proposals including individual therapy must also include at least one group component. Services must be culturally responsive and trauma-informed.
The City intends to award multiple three-year contracts with a maximum term not to exceed five years, with services commencing December 1, 2026, and continuing through November 30, 2029. Estimated consultant selection is November 9, 2026.
Evaluation criteria are technical approach and administrative capabilities (30%), experience and capacity including references (20%), conformance with department objectives (20%), cost of proposed services (30%), and financial stability and capacity (pass/fail). The City reserves the right to award contracts to one or multiple consultants and may conduct formal interviews with shortlisted firms.
Contractors must demonstrate financial stability and maintain professional liability insurance ($2,000,000 each claim / $2,000,000 aggregate) and cyber liability insurance ($1,000,000 per occurrence / $2,000,000 annual aggregate). Compliance with Minneapolis living wage requirements, prevailing wage ordinances, Minnesota Government Data Practices Act, data privacy laws, equal opportunity standards, and the Small & Underutilized Business Program is required. The contract is governed by Minnesota law with jurisdiction in Hennepin County. Proposals must be submitted electronically through the eSupplier Portal and include responses to Attachments B through D (Scope of Services, Experience and Capacity, and References). The primary contact is Rachel Bake at 612/673-2333 or rachel.bake@minneapolismn.gov.
