About this opportunity
The West Virginia Department of Administration Purchasing Division, procuring on behalf of the West Virginia Department of Transportation Division of Motor Vehicles, is requesting proposals to modernize the DMV Driver System under CRFP 0802 DMV2700000001, with proposals due October 20, 2026 at 1:30 p.m. and technical questions due October 7, 2026 at 3:00 p.m.
The scope encompasses a SaaS/Cloud-based driver's license modernization solution organized in four phases: Phase 1 retires the AAMVA Unified Network Interface Platform and integrates with the Mainframe DL System; Phase 2 retires the Mainframe Driver's License system using a Minimal Viable Product approach; Phase 3 implements enhanced capabilities and replaces peripheral systems; and Phase 4 is a state option to implement the vendor's Vehicle Digital Titling and Registration system. Deliverables include application managed services, software subscriptions, third-party software, cloud hosting, and implementation services across project planning, design, development, testing, production readiness, and acceptance milestones.
Five line items structure the solicitation: DMV Driver Modernization Services, Software Subscriptions & Maintenance Fees, DMV Modernization Hardware & Installation, DMV Modernization Hourly Rates/Services, and Cloud Hosting Services for the DMV Modernization System. The contract term is ten years. Vendors must provide pricing using the DMV Modernization Cost Workbook (Attachment A revised October 6, 2026) with separate cost proposals for each line item, including fully-burdened hourly rates for key staff fixed for the first three years with escalation not to exceed annual West Virginia Consumer Price Index beginning Year 4. Planning costs are capped at 5 percent and phase acceptance costs must comprise a minimum of 20 percent within each phase. Travel expenses are incorporated into milestone costs and are not separately reimbursable.
Vendors must comply with West Virginia DMV Privacy and Confidentiality Policies addressing personally identifiable information protection under the Driver Privacy Protection Act and Uniform Records Disclosure Act. Proposals must be submitted in writing to the Department of Administration Purchasing Division at 2019 Washington Street East, Charleston, West Virginia 25305; online submissions are prohibited. Questions should be directed to John W. Estep at john.w.estep@wv.gov or 304-558-2566. Acknowledgment of Addendum No. 1 is required in all proposals.
