About this opportunity

The West Virginia Department of Administration Purchasing Division, acting on behalf of the West Virginia Department of Transportation Division of Motor Vehicles, is requesting proposals to modernize the DMV Driver System under CRFP 0802 DMV2700000001, with proposals due October 20, 2026 at 1:30 p.m. and technical questions due October 7, 2026 at 3:00 p.m.

The solicitation spans five service categories: DMV Driver Modernization Services, Software Subscriptions & Maintenance Fees, DMV Modernization Hardware & Installation, DMV Modernization Hourly Rates/Services, and Cloud Hosting Services for the DMV Driver Modernization System. The scope encompasses a four-phase implementation over a ten-year contract term, with an optional state option to implement vendor-provided vehicle digital titling and registration. Phase 1 retires the AAMVA Unified Network Interface (UNI) Platform and integrates with the mainframe driver's license system. Phase 2 replaces the mainframe driver's license system using a Minimal Viable Product (MVP) approach. Phase 3 implements enhanced capabilities and replaces peripheral systems. Phase 4 is the optional vehicle digital titling and registration module.

Vendors must submit detailed pricing through the DMV Modernization Cost Workbook (Attachment A) covering implementation services, SaaS subscriptions, application managed services, hosting, and third-party software across all phases. Planning costs must not exceed 5% of each phase total; phase acceptance costs must constitute at least 20% of phase total. Travel costs are included in milestone pricing and will not be reimbursed separately. Vendors must provide fully-burdened hourly billing rates for key project roles; these rates are fixed for the first three years, with allowable escalation beginning in year four not to exceed West Virginia's prevailing annual consumer price index.

Proposals must be submitted to the Department of Administration Purchasing Division at 2019 Washington Street East, Charleston, West Virginia 25305. Deliverables are shipped to the Division of Motor Vehicles at 5707 MacCorkle Avenue S.E., Suite 200, Charleston, West Virginia 25304. Technical questions must be submitted in writing to John W Estep (john.w.estep@wv.gov); online responses are prohibited.
