About this opportunity
The City of Minneapolis, in partnership with the City of Seattle and serving as lead agency, is requesting proposals for curb management technology and related services across sensing, data aggregation, analytics, and communication systems supporting data-driven curb operations, with proposals due September 21, 2026, at 2:00 p.m. CDT. This procurement is funded by a U.S. Department of Transportation SMART Stage Two grant ($14.849 million in federal funds, no cost share required) with a Period of Performance through May 14, 2028. A virtual pre-proposal conference is scheduled for September 2, 2026, at 2:30 p.m. CDT via Microsoft Teams, and questions are due September 4, 2026, with responses posted by September 11, 2026.
Minneapolis seeks proposals across seven technology categories: fixed traffic monitoring sensors, fixed curb activity detection sensors, mobile or portable curb data collection systems, emergency and dynamic curb control integration systems, dynamic curb communication and display systems, curb and mobility data aggregation, and freight and commercial vehicle data packages. Seattle seeks proposals across four categories (excluding fixed traffic monitoring, dynamic curb management, and dynamic signage). Vendors may submit for one or both cities. All solutions must comply with Build America, Buy America Act (BABA) requirements, integrate with the Curb Data Specification (CDS) and Mobility Data Specification (MDS) APIs, support non-proprietary data export, include NIST cybersecurity framework compliance, enforce PII controls, and retain all generated data as City property. Technical specifications address operational, deployment, performance, and data management requirements with specified accuracy, uptime, warranty, and 24/7 support obligations.
Proposals are evaluated in two phases. Phase One scores written submissions on a 300-point scale per technology category: functional and technical specifications (30%), technical maturity (20%), vendor qualifications and team experience (20%), and cost of services (30%). Phase Two consists of virtual presentations by highest-scoring vendors responding to city-specific reference deployment scenarios, evaluated on deployment approach (35%), implementation schedule (15%), technology demonstration (20%), scenario costs (20%), and interview quality (10%). Vendor interviews are estimated for October 12–16, 2026, with vendor selection anticipated by October 21, 2026. The City of Minneapolis will award contracts with an approximate two-year term ending December 31, 2028, with options to extend; the City of Seattle will award three-year contracts with options for two additional years. Proposals must include unitized pricing for hardware and one month of recurring software, licensing, subscription, or service costs. Vendors must comply with federal Davis-Bacon and prevailing wage requirements, Title VI civil rights regulations, and Minnesota Government Data Practices Act and Washington Public Records Act transparency requirements. All submissions become City property with nonexclusive, royalty-free, perpetual use rights. Bidders must submit electronically through the City of Minneapolis eSupplier Portal to Aksana Belik (612/673-2177 or Aksana.Belik@minneapolismn.gov).
