About this file
This is a Debarment and Suspension Certification document applicable to a Request for Proposals issued jointly by the City of Minneapolis and the City of Seattle for curb management technology and related services in Minnesota. The certification requires all bidders and contractors to verify compliance with federal regulations outlined in 2 C.F.R. part 180 regarding debarment and suspension for federally funded contracts. The document applies to contracts valued at $25,000 or more, contracts requiring federally mandated audits regardless of amount, and any contracts requiring approval by the City of Seattle or relevant federal department or agency officials. Bidders must certify that they, their principals, affiliates, and subcontractors are not debarred, suspended, proposed for debarment, declared ineligible, voluntarily excluded, or disqualified from participation in federally assisted awards.
By submitting a bid or proposal, the bidder certifies material compliance with the debarment and suspension regulations and acknowledges that the City of Seattle and Federal Government may pursue remedies including suspension or debarment if the certification is later determined to be erroneous. The bidder agrees to maintain compliance throughout the validity period of the offer and any resulting contract term, and to include similar compliance requirements in all lower-tier covered transactions. The certification form requires the bidder to provide the date, company name, printed name and signature of the contractor's authorized representative, and was revised in January 2026.
