About this opportunity

South Jordan City is seeking proposals from Construction Manager/General Contractor firms to construct Fire Station 65, a new 23,500-square-foot facility at 7092 W. South Jordan Parkway, South Jordan, Utah, with proposals due September 16, 2026 at 3:00 p.m. through the State of Utah's Bonfire procurement portal. A mandatory pre-proposal meeting was held September 9, 2026 at Fire Station 64; questions are due September 11, 2026.

The facility will function as a 1+ company fire station with community meeting space and will include office space, living quarters, kitchen, exercise room, apparatus bays, and storage rooms. The CM/GC will provide pre-construction and construction services in collaboration with the design team led by architect Babcock Design Group. The contract will be executed under APWA 00500 standard form with a two-part agreement structure where the construction phase is contingent upon the City's approval of a Guaranteed Maximum Price (GMP).

The total construction budget for fee-calculation purposes is $16 million, comprising $12 million for building construction at $500 per square foot and $4 million for site development at $60 per square foot. An additional $800,000 owner-controlled contingency at five percent is excluded from fee calculations and reserved for City-directed changes, design errors, unforeseen conditions, and potential cost escalations. The CM/GC must submit a detailed fee schedule covering pre-construction services as a fixed lump sum, general conditions on a monthly basis, construction supervision and management fees as a percentage of the construction budget, and performance and payment bonds as a percentage of the bonded contract price.

Proposals limited to 25 pages will be evaluated on cover letter quality, team qualifications (25 points), relevant project experience (30 points), proposed approach and schedule (30 points), and fee schedule (15 points). The selected CM/GC must maintain current professional licensing in Utah, provide workers' compensation insurance meeting statutory limits, commercial automobile insurance with combined single limits of $1 million, and commercial general liability insurance with minimum $1 million per occurrence and $2 million aggregate. Liquidated damages of $500 per calendar day apply for late completion beyond the substantial completion date. An expected award date is September 23, 2026.
