About this opportunity

The Massachusetts Bay Transportation Authority is requesting proposals for on-call marine services across thirteen dock locations in Massachusetts municipalities including Quincy, Boston, Winthrop, Hingham, Hull, Lynn, and Georges Island, with proposals due July 29, 2026 under RFP 91-26.

The scope encompasses marine metalwork fabrication and repair, welding, barge patching, salvage operations, diving inspections, pier component repairs, and installation and maintenance of piers and gangways. The MBTA will issue service requests under two timelines: non-urgent work requiring forty-eight-hour acknowledgment and coordination prior to written authorization, and emergency requests requiring one-hour acknowledgment and personnel mobilization within twenty-four hours. All labor, materials, supplies, and equipment are to be provided by the vendor. The minimum billing is four labor hours per job, with vendor unit rates applied to labor and equipment and materials and subcontractors billed at cost plus approved markup. Bidders must submit detailed equipment specifications on Form C (crane barges, deck barges, and small push boats) and pricing on Form D with hourly rates for normal work hours (Monday–Friday, 6 a.m. to 6 p.m.) and night/weekend hours (Friday 6 p.m. through Monday 6 a.m.).

The contract term is three years fixed with two optional one-year renewals at the MBTA's sole discretion; the MBTA must provide six-month notification for extension. Base contract pricing is fixed for the initial three-year term, with capped percentage increases applicable only to optional renewal periods. The MBTA reserves the right to add, remove, or modify dock locations throughout the term.

All contractors must maintain Commercial General Liability Insurance of $1 million per occurrence and $1 million annual aggregate, Automobile Liability Insurance of $1 million combined single limit, Workers' Compensation with Employer's Liability minimum of $1 million each accident, and Umbrella Liability Insurance of $5 million per occurrence and annual aggregate. Prevailing wage rates established by the Massachusetts Department of Labor Standards apply to all workers and subcontractors; workers must be registered with the Massachusetts Division of Apprentice Standards to receive apprentice rates. Personnel must hold relevant certifications including diving, underwater welding, navigation, OSHA compliance, and Coast Guard certification. Subcontractors require prior written MBTA authorization.
