About this file
This is a bidder price response form for RFP 91-26 On-Call Marine Services issued by the Massachusetts MBTA (Massachusetts Bay Transportation Authority). The RFP seeks on-call marine services including manpower and equipment for metal work fabrication and repair, crane barge and dive boat rentals with crew, push boat rentals, piling disposal, temporary storage facilities, and materials/subcontractor services. The contract term is three years with two optional one-year renewals. Bidders must provide pricing for both normal work hours (Monday through Friday, 6 a.m. to 6 p.m.) and night/weekend work hours (Friday 6 p.m. through Monday 6 a.m.). The pricing forms request hourly rates for labor, lump sum pricing for specific services, and equipment rental rates with equipment specifications including size and model numbers.
Quoted prices must be inclusive of all ancillary charges such as prevailing wages, tooling, equipment, transportation costs, customs duties, mobilization/demobilization, crew, and running costs. The form provides two pricing structures: Form D for Equipment & Manpower Services with estimated three-year hours and Form C for labor-based services with hourly rates and lump sum charges. Bidders must propose markup percentages on estimated materials ($100,000) and subcontractor costs ($100,000) over the three-year period. Base contract pricing is fixed for the initial three-year term, with capped percentage increases applying only to optional renewal periods. Option Year 1 and Option Year 2 require bidders to propose percentage increases from the base contract line. The MBTA retains sole discretion to procure or implement any portion of the items and may add or subtract hours as needed.
