About this file
This is Amendment 2 to Request for Proposals 91-26 for On-Call Marine Services issued by the Massachusetts Bay Transportation Authority (MBTA). The MBTA seeks on-call marine services across thirteen dock locations in Massachusetts municipalities including Quincy, Boston, Winthrop, Hingham, Hull, Lynn, and Georges Island. The scope of work encompasses marine metalwork fabrication and repair, welding, barge patching, salvage operations, diving inspections, pier component repairs, and installation and maintenance of piers and gangways. Services are provided under two response timelines: non-urgent work requiring forty-eight-hour acknowledgment prior to written authorization, and emergency requests requiring one-hour acknowledgment with personnel mobilization within twenty-four hours. The contract term is three years fixed with two optional one-year renewals at the MBTA's sole discretion, with six-month notification required for extension. Proposals were due July 29, 2026.
Bidders must provide detailed equipment specifications on Form C for crane barges, deck barges, and small push boats, and pricing on Form D with hourly rates for normal work hours (Monday-Friday, 6 a.m. to 6 p.m.) and night/weekend hours (Friday 6 p.m. through Monday 6 a.m.). Base contract pricing is fixed for the initial three-year term with capped percentage increases applicable only to optional renewal periods. The minimum billing is four labor hours per job, with vendor unit rates applied to labor and equipment and materials and subcontractors billed at cost plus approved markup. All labor, materials, supplies, and equipment are provided by the vendor. Bidders must submit a 5% bid bond or deposit, along with letters from surety confirming obtainability of 50% payment and performance bonds. Required insurance includes Commercial General Liability of $1 million per occurrence and annual aggregate, Automobile Liability of $1 million combined single limit, Workers' Compensation with Employer's Liability minimum of $1 million each accident, and Umbrella Liability of $5 million per occurrence and annual aggregate. Personnel must hold relevant certifications including diving, underwater welding, navigation, OSHA compliance, and Coast Guard certification, and prevailing wage rates established by the Massachusetts Department of Labor Standards apply to all workers and subcontractors.
