About this file
This is Amendment 1 to RFP 91-26, issued by the Massachusetts Bay Transportation Authority (MBTA) on July 16, 2026, which revises the Scope of Work for On-Call Marine Services. The amendment adds requirements specifying that vendors must possess Merchant Mariners credentials for tug or push boat operation and establishes rules requiring work coordination around ferry schedules, with mandatory coordination through MBTA Ferry Operations and the Ferry Contractor when scheduling conflicts arise. The MBTA seeks qualified vendors to establish service agreements for on-call marine services across thirteen owned and/or leased dock locations throughout Massachusetts, including facilities in Quincy, Boston, Winthrop, Hingham, Hull, Lynn, and Georges Island. Services encompass marine metalwork fabrication and repairs for steel barges and floating docks, welding, barge patching, salvage operations, diving inspections, pier component repairs, and installation and maintenance of marine structures and equipment. The contract term is three years fixed with two optional one-year renewals at the MBTA's sole discretion, requiring six-month notification for contract extension. The MBTA operates under two service request timelines: non-urgent work requests require vendor acknowledgment within forty-eight hours and written MBTA authorization before work commences, while emergency work requests require one-hour acknowledgment and personnel mobilization within twenty-four hours of notification.
All labor, materials, supplies, and equipment necessary to perform services are the responsibility of the vendor, with a minimum billing requirement of four labor hours per job. Vendor-approved unit rates apply to all labor, equipment, and services, while materials and subcontractors are billed at cost plus the vendor's approved markup. Personnel performing work must maintain relevant certifications including diving, underwater welding, navigation, OSHA compliance, Coast Guard certification, and Differential GPS System for barges. Subcontractors require prior written authorization from the MBTA. Upon completion of work, vendors must submit detailed written reports including findings, actions taken, materials used, photographs, and recommendations for further work. The MBTA reserves the right to add, remove, or modify dock locations included in the agreement at any time during the contract term, with changes communicated in writing and considered within scope upon notification.
