About this file

This is a Scope of Work document for RFP 91-26 On-Call Marine Services issued by the Massachusetts Bay Transportation Authority (MBTA). The MBTA seeks qualified vendors to establish service agreements for on-call marine services covering metalwork fabrication and repairs, welding, barge patching, salvage operations, and other marine-related tasks at thirteen dock locations across Massachusetts municipalities including Quincy, Boston, Winthrop, Hingham, Hull, Lynn, and Georges Island. The contract term is three years fixed with two one-year renewal options available at the MBTA's sole discretion, requiring six-month notification for extension. The MBTA reserves the right to add, remove, or modify dock locations throughout the contract term upon written notification. Services encompass marine metalwork fabrication and repair, marine salvage and dive inspections, pier component repairs, installation and maintenance of piers and gangways, and other unspecified marine-related work, with all labor, materials, supplies, and equipment to be provided by the vendor.

The document establishes two service request procedures with distinct response and mobilization timelines: non-urgent work requests requiring acknowledgment within forty-eight hours and coordination prior to written work authorization, and emergency requests (posing immediate threats to safety or environmental compliance) requiring one-hour acknowledgment and personnel mobilization within twenty-four hours. All service requests are billed at a minimum of four labor hours per job, with vendor unit rates applying to labor and equipment, and materials and subcontractors billed at cost plus approved markup. Vendors must maintain updated 24/7 emergency contact information and provide qualified personnel with relevant certifications including diving, underwater welding, navigation, OSHA compliance, and Coast Guard certification. Subcontractors require prior written MBTA authorization. Documentation requirements include detailed written reports with findings, photos, materials used, and recommendations for further work upon completion of any service.
